Utnyttjandegrad [(1-2)/1] 0,00% 100,00% d) Mtivering av överföringen till denna rubrik Ett belpp på 65 miljner eur i åtagandebemyndiganden ch 57,8 miljner eur i betalningsbemyndiganden har förts upp i reserven i väntan på att kmmissinen ska lägga fram ett plitiskt bindande dkument sm visar att det "snabba klimatfinansieringspaketet är ett genuint kmplement, att det fördelar EU-medlen till partnerreginerna på ett gegrafiskt balanserat sätt, ch inte sker på bekstnad av befintliga prgram för utvecklingssamarbete, samt en tydlig redvisning av medlemsstaternas bidrag till den snabba mekanismen, infrmatin m kriterierna för urval av stödmttagare ch detaljerade uppgifter m överenskmmelserna med utvecklingsländerna. Beträffande den eventuella användningen av medlen gäller att m reserven frigörs kan följande uppgifter redvisas utan att detta påverkar det slutliga resultatet för det gällade finansieringsbeslutet: 40 miljner eur är avsedda att användas för anpassningsåtgärder i samband med den glbala klimatförändringsalliansen för att gynna ett antal länder i Afrika söder m Sahara samt i Västindien ch Asien. Samtliga dessa länder hör endera till de minst utvecklade länderna eller är små ö-stater under utveckling ch sträcker sig utöver de länder sm för närvarande mfattas av initiativet m en glbal klimatförändringsallians. 25 miljner eur är avsedda att användas för att begränsa klimatförändringarna: dels för att bidra till verksamheten i samband med REDD+ (minskade utsläpp från avskgning ch skgsförstörelse i utvecklingsländerna) i de utvecklingsländer ch reginer sm är mest relevanta när det gäller att bekämpa avskgning, dels för att stödja verksamhet för att begränsa klimatförändringarna i Asien, Latinamerika, Afrika ch Medelhavsmrådet. TECHNICAL ANNEX LIFTING THE RESERVE ON FAST START FUNDING FOR CLIMATE ACTION EXPLANATORY MEMORANDUM In the cntext f negtiating the Budget 2011, the Budget Authrity adpted an Amendment n article 21 04 01 DCI "Envirnment and sustainable management f natural resurces, including energy", thus placing part f the apprpriatins under this budget line in reserve. Cnditins fr releasing the reserve: An amunt f EUR 65 millin is put in the reserve pending a presentatin by the Cmmissin f a plitically binding dcument demnstrating that the 'Fast Start' climate finance package is truly additinal, allcates EU resurces t partner regins in a gegraphically balanced way and des nt cme at the expense f existing develpment cperatin prgrammes, as well as clear presentatin f Member States' cntributins t the fast start mechanism and infrmatin n criteria fr selectin f the beneficiaries, details f agreements with the develping cuntries. Summary In respnse t the cnditins fr releasing the reserve, the Cmmissin hereby submits the requested infrmatin t the Budget Authrity. On the basis f this clarificatin, the Budget Authrity shuld be in a psitin t authrise the transfer f the apprpriatins in reserve t the pertinent peratinal budget line in chapter 21 04 Envirnment and sustainable management f natural resurces including energy (ENRTP). DETAIL: The EU budget cntributin f the Fast Start funding is new and additinal t funds available fr supprting cperatin with develping cuntries thrugh the existing external aid instruments. The funds riginate frm the unallcated margin under the ceiling fr external expenditure Heading 4 (see pint 1). The Cmmissin allcates the funds in a balanced way, with a minimum f 50% ging t supprt adaptatin activities in Least Develped Cuntries (LDCs), Small Island Develping States (SIDS) and the cuntries mst vulnerable t the negative effects f climate change and the remainder dedicated fr financing mitigatin effrts in cuntries eligible under the DCI regulatin. This is in full cnfrmity with the Cpenhagen Accrd. Details f the current distributin by initiative and regin are presented under pint 4. The beneficiaries are selected n an annual basis. They are chsen frm the range f EU partner regins n the basis f their prfiles and needs, which are carefully matched with the bjectives f the specific initiative (see pint 2). The Fast Start funding cntributins f the EU Member States are allcated based n natinal decisins and the funding is prvided thrugh Member States' budgets. The Eurpean Cmmissin des nt have authrity fr crdinating these activities. Hwever, cncise infrmatin n 2010 Fast Start Funding has been reprted fr the EU as a whle (see pint 5). 1. EU budget cntributin is new and additinal The Cmmissin fully shares the apprach advcated by the Eurpean Parliament whereby budgetary reinfrcements fr climate actin must nt cme at the expense f (r "crwd ut") ther prgrammed develpment aid. The Cmmissin hereby reasserts that the amunts prpsed fr the Fast Start Funding frm the EU budget cnstitute "new and additinal" mney. Stemming frm the unallcated margin under the expenditure ceiling f Heading 4, the funds are t be added t the DCI financial envelpe and intended t reinfrce its thematic ENRTP prgramme. The Fast start funding des nt have any impact n nging r upcming prgrammes and prjects under the current Multi-annual Financial Framewrk nr is it linked t any ther instrument's financial envelpe. This said, the Cmmissin is cmmitted t use these new funds in a way that cmplements the nging climate related activities f the Cmmissin. 2. Selectin Criteria and type f agreements Fr the selectin f beneficiaries and the allcatin f funds, the Cmmissin uses bjective criteria based n a thrugh needs analysis (see belw). SV 5 SV

Cuntries r cuntry clusters benefitting frm fast start funding fr adaptatin purpses (EUR 25 millin in 2010, EUR 40 millin freseen fr 2011) 1 are part f the Glbal Climate Change Alliance (GCCA) initiative. In cmpliance with the Cpenhagen Accrd the adaptatin funds are fcussed n Least Develped Cuntries and Small Island Develping States. Within this grup, the selectin is made accrding t pririty needs and climate related plitical wnership. The GCCA als supprts reginal prgrammes. The fllwing criteria frm the basis fr assessment: (i) (ii) (iii) (iv) pverty, determined by GNI per capita levels; climate change related vulnerability; climate change related plitical dialgue; and gegraphical balance. The Fast start funds frm the EU budget which cntribute twards the REDD+ (Reducing emissins frm defrestatin and frest degradatin) and mitigatin bjectives (EUR 25 millin in 2010, EUR 25 millin anticipated fr 2011) are prgrammed in accrdance with an assessment f the match between cuntry prfiles and needs. The bjective f these funds is t enhance develping cuntries' capacities t undertake actin in mitigatin and REDD+ and thereby t maximise the mitigatin impact wrldwide. Mitigatin and REDD+ related activities supprted by the Cmmissin are selected n the basis f an assessment f: (i) (ii) (iii) (iv) the highest cntributin t reducing CO2 levels glbally; ptential fr large scale up-take in the beneficiary develping cuntry; lng-term viability; and cmplementarity with ther internatinal initiatives particularly in the UNFCCC cntext. T maximise the impact, and t benefit frm the existing internatinal expertise and experience already built up in the cntext, the Cmmissin channels the majrity f the funds available fr mitigatin and REDD+ supprt thrugh multilateral initiatives, ften with glbal cverage. The funds will be disbursed in the frm f grants. S far, the GCCA has signed 13 Financing Agreements with partner cuntries (5 f which fr Budget Supprt), 7 Cntributin r Administrative Agreements with Internatinal Organisatins (4) r the Wrld Bank (3) and 4 Delegatin Agreement with EU-Member States' cperatin agencies. All these types f agreements are devised n the basis f standard mdels and templates available n the Eurpean Cmmissin website. 3. Prvisinal distributin f funds fr 2011, EUR 65 millin currently under reserve Regarding the funds freseen fr 2011 EUR 25 millin fr REDD+ and mitigatin and EUR 40 millin fr Adaptatin /GCCA, the fllwing indicatins can be prvided withut prejudice t the final utcme f the pertinent Financing Decisin/Annual Actin Prgramme: The EUR 40 millin fr adaptatin/gcca is intended t be used t assist a number f cuntries in Sub-Saharan Africa, the Caribbean, and Asia. All these cuntries will be either LDCs r SIDS, and additinal t thse cuntries already benefitting frm the GCCA initiative. The EUR 25 millin fr mitigatin is intended (i) t cntribute t REDD+ activities in the develping cuntries and regins mst relevant in the cntext f cmbating trpical defrestatin, and (ii) t supprt mitigatin activities in Asia, Latin America, Africa and the Mediterranean regin. T maximise the impact f the available resurces, existing funding platfrms and disbursement channels will be used. As cnsultatins and agreements with beneficiary cuntries, multilateral rganisatins, and reginal grupings will be initiated nly nce the funds are available it is nt pssible t prvide further detail n the specific actins at this stage. Similarly, the implementatin mdalities as well as details f the Financing Agreements can nly be determined nce the list f recipient cuntries has been established and financing prpsals have been devised. They are nt expected t differ substantially frm 2010 mdalities. 4. Distributin f Cmmissin Fast Start funding in 2010 by regin and by initiative As shwn in the verview tables belw, the gegraphical distributin f the prgrams supprted thrugh faststart finance in 2010 cvers virtually all regins. 1 The fast-start pledge by the Eurpean Cmmissin represents EUR 50 millin per year ver 2010-2012 and half f these resurces shuld have an adaptatin fcus and half a mitigatin fcus. GCCA funds are fcused n adaptatin, but nt all f them are attributed t fast-start actin. In 2010 GCCA funds amunted t EUR 49 millin including EUR 25 millin fr fast start. In 2011, GCCA funds in the ENRTP cmprise EUR 40 millin including EUR 25 millin fr fast start. Hence the reserve affects nt nly the fast start funding, but als the remaining 15 millin budgeted fr GCCA. SV 6 SV

GCCA: Cntribute twards the cnstructin f a carbn neutral and climate resilient ecnmy. The specific bjective is t increase the awareness and capacity f targeted Gvernment institutins bth at federal and reginal levels and f the rural ppulatin at large t deal with climate change. GCCA: Prmte a lng term/strategic apprach t adaptatin t Climate Change planning and budgets and t pave the way twards mre effective and crdinated aid delivery mdalities at natinal and reginal level in the sectr f Climate Change. EU REDD Facility: Prvide effective supprt t the emergence f the REDD mechanisms in develping cuntries and t help them build their capacity and imprve frest gvernance fr REDD by analysis, advice, utreach and training, as well as by facilitating access t and benefit frm different n-ging initiatives. Supprt t the Frest Carbn Partnership Facility's Readiness Fund (Wrld Bank) (pssibly including prvisins fr supprt t REDD+ Partnership actins / Paris-Osl prcess) Africa-EU Renewable Energy Cperatin Prgramme: Stimulate sustainable ecnmic and scial develpment in Africa thrugh an increased use f Africa s renewable energy surces EU-UNDP climate change capacity building prgramme: Strengthen the capacity f develping cuntries a) t mnitr, reprt and verify greenhuse gas emissins; b) t identify pprtunities fr Natinally Apprpriate Mitigatin Actins (NAMAs) in the cntext f natinal develpment; and t supprt the design f lw-emissin develpment strategies (LEDS) and c) t facilitate the uptake f mitigatin actins by selected sectrs. Partnership fr Market Readiness: Reduce greenhuse gas emissins glbally in a cst effective manner by scaling up f the use f carbn market mechanisms in develping cuntries. Specific bjective is t imprve capacity f develping cuntries t develp and implement cst effective mitigatin plicies, including thrugh the sectral crediting mechanism. SV 7 SV

5. Member States' cntributins t Climate Change fast start financing The EU Member States' Fast Start funding is based n natinal decisins and it is channelled thrugh Member States' budgets. In the absence f an agreed internatinal reprting system, the EU has cmmitted t reprt annually t the United Natins Framewrk Cnventin n Climate Change (UNFCCC) n its perfrmance in delivering fast start finance. A Fast Start funding reprt endrsed by the ECOFIN Cuncil in December 2010 details the funds mbilised by the EU Member States and the EU budget as well as actin undertaken t date 2. In view f the Cancun negtiatins in December 2010, a further cmmunicatins brchure elabrating n the EU Fast Start philsphy was prduced 3. This was accmpanied by a detailed "actin list" cvering a range f Member state initiatives 4. The transparent and cmprehensive reprting n behalf f the EU has been appreciated by Develping Cuntries and stakehlders and was praised fr being instrumental fr building trust in the climate negtiatins befre and at Cancun. Similar prgress reprts will be prduced fr the subsequent Fast start funding years (2011, 2012). Frm 2011, the Cmmissin's annual 'Mnterrey Reprt' n develpment finance will als cntain infrmatin n climate finance prvided by Member States. This reprt will cmplement and imprve the EU's reprting f Fast-Start climate finance.
