Hur vet man om ett företag har SMS?

Grunderna de lagliga Gemenskapens regler för luftfart skrivs lika för alla personer och företag i Europa EASA är regelkontoret som föreslår nya regler (lagar). Parlamentet, Kommissionen och Rådet beslutar Beslut om att utfärda t.ex. ett AOC tas av medlemsstatens myndighet Gemenskapens lagar och regler tolkas då av NAA AMC (Acceptable Means of Compliance) ges ut av EASA men de är inte tvingande EASA har ambitionen att vara en central för alla godtagbara sätt att uppfylla kraven. Om EASA publicerat ett AMC är staterna tvingade att godta det. 28
Hur hänger SMS och AMC-processen ihop? Var är den utlovade kassakistan? Grunden för SMS är att företagen ska ta större ansvar för flygsäkerheten själva. Det ska förbättra säkerheten. Om företagen har bra koll på sin verksamhet, sina risker och att de är under kontroll, kan de lättare bevisa att de är säkra. Reglerna förskjuts mot mer målbaserade. Det som var en föreskrivande regel förut kan vara ett AMC idag. På dessa ställen ska företag kunna föreslå egna sätt att vidmakthålla säkerheten. Men nationell myndighet tar beslut. 29
Var kommer våra säkerhetsnyckeltal in? Vi ska mäta flygsäkerhet men vad är det? frånvaro av haverier med omkomna, skadade etc Vi kan inte vänta på dessa! Vad ska vi då mäta? Regelefterlevnad? Antal störningsrapporter? Vi har beslutat att mäta tre storheter som är relevanta för god flygsäkerhet: Kvalitetssystem Ledningsfunktion Säkerhetskultur 30
Var kommer våra säkerhetsnyckeltal in? Detta gör vi för att vara i linje med ICAO-standarden! Mätningarna ska vägleda oss hur vi ska utforma tillsyn, informationskampanjer, regelverk m.m. Fler säkerhetsnyckeltal ska tas fram senare. SMS blir snart en standard för alla företag inom luftfarten. Våra nyckeltal kommer att ge oss information om hur implementeringen lyckas. 31
