En digital inre marknad Ordföranden informerade ledamöterna om utskottsordförandekonferensens beslut, som godkänts av talmanskonferensen, att ge tillstånd till att ett initiativbetänkande utarbetas om strategin för en digital inre marknad, som ett gemensamt betänkande mellan IMCO och ITRE och med CULT, EMPL, JURI och LIBE som associerade utskott i enlighet med artikel 54 i arbetsordningen. B. Utmärkelse tilldelat Europaparlamentet och IMCO-utskottet Ordföranden meddelade att NCAP, världsomfattande övervakare av fordonssäkerhet, hade tilldelat parlamentet och i synnerhet IMCO-utskottet sin prestigefyllda utmärkelse Consumer Champion Award 2015 för att markera 20-årsjubiléet av lagstiftning för förbättrade bilsäkerhetsstandarder vilka har räddat tusentals liv under de senaste 20 åren. On 7 May, Mrs McGuinness, rapporteur in AGRI, wrote to Mr Jackiewicz, the IMCO rapporteur, suggesting a possible way forward in terms of the division of competence between the two committees. Mr Jackiewicz replied by way of letter dated 12 May. A copy of this letter was circulated for information to shadows by email on 19 May. A further letter was received from Mrs McGuinness on 10 June, accepting IMCO's proposed division of competence subject to certain clarifications, and indicating a possible timetable. Towards a Digital Single Market Act (PS/BH) Main: IMCO -IMCO sent a request for authorisation to do an INI report called "Towards a Connected Digital Single Market Act" (CCC 18 February). -ITRE committee challenged IMCO competence (CCC of 10 March). -LIBE committee requested (via letter to CCC of 10 March 2015) application of Rule 54 with regard to their competences on data protection. -CULT committee also requested (via letter to the CCC of 7 April 2015) application of Rule 54 with regard to their competences on "Audiovisual policy and the cultural and educational aspects of the information society". - On 6 th May the European Commission Published the Communication on the DSM Strategy. -On 21 May the communication was officially referred to IMCO as lead committee. -On 21 May, ITRE contested this attribution. -On 2 June, IMCO informed of a change in PV\1068751.doc 11/25 PE564.976v01-00

8 Missions 8,1 Mission to Luxembourg, 18 June 2015 Coordinators took note of the decision on 2 June to cancel the IMCO delegation visit to Luxembourg (foreseen on 18 June 2015). The reason for this decision was that at this point in time, only 3 MEPs were confirmed to attend the delegation, representing 2 political groups. The Chair considered that a limited political representation would have undermined the quality of the exchange with the Luxembourg counterparts and decided consequently to cancel the mission. The Luxembourg counterparts were informed of this decision and a letter of apologies was addressed to the minister. 8,2 IMCO mission to the USA, Silicon Valley, 20-24 July 2015 IMCO coordinators considered the request from JURI to include, at a minimum, the JURI Chair and the Rapporteur for the Copyright reform (Julia REDA) as participants hors quota to the delegation to the US. All coordinators agreed that given the inability to satisfy the strong interest of IMCO Members to participate to this mission, which is focused on IMCO topics, the sacrifice made by Members to forgo interpretation in order to keep it small and functional, and the absence of IMCO participation in other missions, it was not possible to ensure a positive follow-up to this request. 8,3 IMCO mission to the Netherlands 5 and 6 November 2015 Political groups were invited to inform the secretariat about the name of the participants by 30 June cob. 8,4 Possible new delegation EPP requested the secretariat to explore the possibility of a future mission to ENISA. 9 Miscellaneous 9,1 Presentation of Commission cost/benefit study of Article 7 of the proposed Consumer Product Safety Regulation (AGJ) Beslut: Coordinators endorsed the proposal by the Rapporteur for a regulation on consumer product safety, Ms Schaldemose, to invite the Commission to present their PV\1068751.doc 19/25 PE564.976v01-00

They also decided that the presentation should take place at a committee meeting in September/October and that the secretariat should prepare a background note explaining the proposals and the EP positions. 9,2 Petition No 0165/2014 by Mrs D.K. (German) on stating fuel consumption of cars Beslut: Coordinators endorsed the following question to the Commission during Committee time, as agreed at their meeting on 20 April: Question to the EC: The purpose of Directive 1999/94/EC (the car labelling Directive) is to ensure that information relating to fuel consumption of cars offered for sale in the EU is made available to consumers. It stipulates that a fuel economy label must be attached to the windscreen of all new passenger cars at the point of sale. This label must be clearly visible and contain an estimate of fuel consumption. The current provisions of the car labelling Directive give misleading information to consumers as the displayed estimates substantially differ from real life consumption. In February 2007 the Commission announced a revision of Directive 1999/94/EC. Why hasn't the car labelling Directive been revised since its adoption in 1999? What concrete steps will the European Commission undertake in order to ensure that consumers get a more realistic picture of fuel consumption of new passenger cars? 9,3 Car registration and taxation in the EU Beslut: Coordinators agreed to raise the concern expressed by citizens living and working in different Member States, with regard to car registration and taxation, during the forthcoming exchange with the Luxembourg Presidency at the committee meeting in July. 9,4 Scrutiny time - Points of Single Contact Coordinators agreed to ask Eurochambres to present in committee their findings on the PSC mystery shoppers evaluation with representatives of DG GROW and possibly the Commissioner. 9,5 IMCO contribution to CCC Coordinators raised the issue of the missing IMCO contribution from the CCC draft summary on Structural dialogue.
