Vi börjar med SSP State Safety Programme Varje ICAO-stat ska ha ett systematiskt sätt att förbättra flygsäkerheten: Man ska sätta upp mål Acceptable level of safety Man ska mäta För att i tid se vart man är på väg Safety Performance Indicators, SPI Man ska lära sig av de egna erfarenheterna Performance based oversight, eller riskbaserad tillsyn, för att bli effektivare.
Hur kan vi mäta förbättringar? Säkerhetsnyckeltal Mäta på låg nivå komma närmare sakernas tillstånd och få större dataflöde Smartare mätning än t.ex. haverier/miljoner flygtimmar Få bättre och snabbare återmatning, så att vi kan få ett snabbare förbättringsarbete Implementeras 2010-2011, som en liten början: Tre indikatorer bedömningar som görs av våra inspektörer: Ledningsfunktion Kvalitetssystemet Säkerhetskulturen Fler indikatorer utvecklas, några är redan etablerade Luftrumsintrång, runway incursions etc.
