traffic&cleanvehicles 90 per cent is not enough The target is for 95 per cent of vehicles in the city s fleet of cars, light trucks and light buses to be clean vehicles. Add to that one more target: By the end of 2015, the city s fleet will include at least 100 electric battery powered vehicles and plug-in hybrid electric vehicles. These are ambitious targets but above all completely realistic targets A key aspect of the efforts to get there is the collaboration between six different municipal companies and administrations within the City of Gothenburg. And collaboration has certainly proven to be a decisive success factor. Gothenburg is today regarded as a pioneer and role model. With tough targets from the beginning that have been reached and renewed, many cities today in Sweden and abroad wish to follow Gothenburg as a model right from the very outset. Success creates new goals The City of Gothenburg continues to be a driving force in efforts that, by all accounts, are likely to continue for many more years. In our collaboration regarding clean vehicles, we also work with energy efficiency, the development of renewable fuels, energy-efficient driving, the control of transport flows, increasing the number of new car pools, active parking work and new policies for travel and meeting procedures. Meanwhile, a continuous process is under way where experience gained from networking, trials and evaluations are reported back to the political decision makers to form the basis for new, ambitious decisions. 2

traffic&cleanvehicles Small steps towards a big result At the start of the 1990s, a political decision was taken that by 2000 there should be one thousand electric powered vehicles in the municipal fleet. It was both a unique and ambitious attempt to commence efforts to create a sustainable transport system in Gothenburg. It also turned out to be slightly too far ahead of its time. In reality, the one thousand vehicles turned out to be fewer than one hundred. But it provided lessons that could be called upon following a new decision in 1997, when the target was expanded to include not just electric cars but alternatively fuelled cars in general. At the same time, the City of Gothenburg created a cross company and administrative team in which Trafikkontoret and Miljöförvaltningen, together with Göteborg Energi, Gatubolaget, Renova and Göteborg Energi were given a mandate to drive the work forward towards the goal: 90 per cent light clean vehicles in the City of Gothenburg s fleet. In 2009, Parkeringsbolaget joined in the efforts. In May 2010, the target s fulfilment was celebrated! The interaction over corporate and administrative boundaries has been a key factor in reaching the target in 2010 and it continues to be the case heading towards 2015. It has been shown that the inspiration, the efficiency of the work, the ability to capture ideas and quickly transform them into concrete actions have all benefited from this collaboration. Instead of conventional diesel, the vehicles run mainly on biogas and RME (rapeseed methyl ester). The electric hybrid refuse collection vehicle shown in the picture below is run partly on electricity. The target is that all transport vehicles will be fossil-free by 2015! Electric hybrid refuse collection vehicles run on electric and RME. Loading is performed using electricity. This means a fuel reduction of 33 per cent and therefore lower emissions of carbon dioxide, nitrogen oxides and particles. It also reduces the level of noise considerably. Carpools are moving out The West Gothenburg district administration is complementing the carpool at the administration building with a number of smaller pools at strategic locations across its operations. Meanwhile, all 80 company cars are being transferred over to carpool vehicles, which will reduce the use of private cars in service. The new system is based on the travel habit surveys and analyses of vehicle use conducted previously and which, among other things has resulted in there now being a coordinator for clean vehicle usage in the district. 5

traffic&cleanvehicles Straight on towards Efforts to increase the use of clean vehicles is part of the City of Gothenburg s overall environmental work. The premise is that all vehicles have an impact on the environment and that our way of using them determines the size of this impact. Reduced need for transport The total number of journeys and the amount of transport will decrease through, for example, shared transport and modern meeting technology. Journeys that must be taken should primarily be done using clean vehicles, coordinated transport or public transport. Reduced Replacing forms of transport Questioning habitual travel and transport patterns is the first step toward change. How do we drive, how far, is the car the best option? The city is working actively to change travel habits, an example of which is the project Nya Vägvanor (New Travel Haits) www.nyavagvanor.se. Replacing forms Efficient use of vehicles and Clean and efficient vehicles Efficient use of vehicles and infrastructure Gothenburg will be a model with regards to vehicles and logistics, and to constantly be at the forefront when transportation is being made more efficient. Social planning in and around Göteborg is currently based on 12 local environmental quality targets. Clean and efficient vehicles The procurement of new vehicles is one way to control the quality of the city s fleet of vehicles. The goal is that the vehicles will combine the requirements to be efficient and clean with high traffic safety. 6

traffic&clean vehicles sustainable transport Four elements are particularly important in order to achieve the established goals. Of these, clean vehicle work is focusing on the first two: clean and efficient vehicles and the efficient use of vehicles and infrastructure. The city is also actively working with the less important elements, replacing forms of transport and reduced need for transport, by encouraging business and by influencing attitudes and behaviour. need for transport of transport infrastructure Work that contributes strongly to meeting the city s budgetary priority for traffic and environment: Gothenburg will reduce its carbon footprint to become a carbon neutral city Targets: Greenhouse emissions shall decrease by 40 per cent by 2020 compared with the level for 1990, which requires the consumption of fossil fuels and methane leakage to decrease by five per cent annually. Car traffic will decrease in favour of public transport, walking and cycling. Car traffic will become more energy-efficient and will be powered increasingly using renewable fuels. 7

traffic&cleanvehicles Green procurements and efficient vehicles The City of Gothenburg is a major buyer of products and services and can therefore impose environmental requirements on suppliers of goods and services to the city. Today, the vehicle fleet consists of around 2,150 vehicles and around 700 vehicles are replaced each year. This enables the purchase of clean, efficient and safe vehicles to be prioritised. The basic requirement is that the vehicles purchased or leased will be the most environmentally friendly models on the market. By setting stringent requirements for the procurement of vehicles and transport services, Gothenburg can be a pioneer and help to encourage the development of new, environmentally friendly and safe technologies. And yet it is a fact that vehicles and fuels are interdependent. For several years, therefore, the work has also included the energy that cars consume. Together with the goal of increasing the Clean and efficient vehicles proportion of light clean vehicles from 90 to 95 per cent, another energy target has now been added: Energy use per kilometre for newly acquired light vehicles will decrease by 4 5 per cent annually and will have fallen by 25 per cent in 2015, compared with 2010. By choosing the right kind of fuel, and using fuel as efficiently as possible, reduces the environmental impact, but also the vulnerability to price fluctuations in the fuel market. Today, almost 30 GWh of fossil fuels is used in the city s fleet of vehicles. The goal is to reduce this by 30 per cent by 2015. This will reduce the environmental impact, along with the vulnerability to price fluctuations in the fuel market. A further step is to increase ownership of electric cars beyond the 23 that are currently on the city s roads. Procurement can also be used to increase the environmental benefits when purchasing taxis, social transportation services, buses and other transport services. Today Gothenburg often puts stringent requirements on transport providers vehicles. Another step is to divide transport-intensive services and recurring goods deliveries into two procurement contracts. By separating transport from goods or services, it will be easier to impose environmental requirements on the actual transport service. Other instruments are the promotion of co-loading and delivery route planning. 8

traffic&clean vehicles result in clean Since the autumn of 2012, two of the transport vehicles at Stadens Bud (delivery service in the city) have been electrically powered. Other vehicles are powered by biogas. Clean vehicle and fuel targets 2015 95% vehicles in the city s fleet of passenger cars, light trucks and light buses. Energy use per kilometre for newly acquired light vehicles will decrease by 4 5 per cent annually and will have fallen by 25 per cent in 2015, compared with 2010. At least 100 electric battery powered vehicles and plug-in hybrid electric vehicles. The amount of fossil fuels that city vehicles are fuelled with at public filling stations will decrease by 30%. Fossil fuels for heavy vehicles and machinery delivered to depots will be reduced by 20%. No diesel powered cars will be acquired as long as they emit significantly more NOx than other vehicles. Biogas will be prioritised. Clean vehicles will be selected if they are technically equivalent substitutes when purchasing heavy trucks. Hybrid-powered vehicles will be selected if the cost for during period of use is considered comparable to corresponding conventional vehicles. By 2020, 90 % of all Västtrafik s vehicles will be run on renewable fuels. More carpools, both for businesses and private users, is one of the City of Gothenburg s main priorities. 9

traffic&cleanvehicles Local and national instruments are accelerating development Inspiration, incentives and direct control Clean and efficient vehicles instruments are part of the clean vehicle work in Gothenburg. Based on national instruments, the city has implemented a large number of local efforts to increase the use of clean vehicles. The reduction in taxation on environmentally classified company cars has been very important. Other efforts on a national level have been the clean car discount, reducing and in some cases completely abolishing taxation on energy and carbon dioxide for those using renewable fuels, the implementation of the Pump Act, where many filling stations were required to also sell alternative fuels and government subsidies for the construction of biogas stations. Locally, within individual operations, a special fee for light vehicles not classified as clean vehicles, the so-called 200 crowns, led to the purchase of more clean vehicles. Equally important is the development of new travel policies that favour meetings using digital meeting technology as an alternative to travelling. One of the most visible measures has been the former parking privilege for clean cars, while in general, active efforts have been carried out for parking in which permitting and differentiated tariffs will reduce the number of cars parked on the streets. Other measures include taxi pockets eco-taxis and environmental zones for heavy vehicles. Gothenburg has contributed to the establishment of more filling stations for cars run on biogas and signs to show motorists that availability is increasing. The same thing applies to charging stations for electric powered cars. Supplier network results in more green cars Gothenburg is one of the largest clean vehicle advocates in the country and has a unique opportunity to collaborate, influence and impose requirements on vehicle manufacturers and suppliers. By organising seminars and initiating research, a reciprocal exchange has been created resulting in a wider offering of clean car models. The fact that Renova today has biogas vehicles in its fleet of heavy vehicles is a concrete outcome of the network building and long-term lobbying that has put Gothenburg in a leading position in the development of heavy clean vehicles. Historically, the city has also worked closely with Swedish and foreign distributors, dealers and suppliers of alternative fuels. Universities and colleges, other municipalities and organisations have also been included in various collaborative projects. Today, with the concept of clean vehicles having been established, the network s efforts have focused on fuel, electric vehicles and plug-in hybrids. traffic&clean vehicles Rolling efficiency on the road A significant portion of the traffic in Gothenburg consists of freight and goods transport. Transport to and within the city can be made more efficient, reducing the environmental impact, but above all freeing up time for core activities. This is done by: Identifying where improvements can be made in logistics efficiency Coordinating purchases and not creating unnecessary transportation Prioritising co-transport and route optimisation in transport-intensive operations Establishing logistics as an asset in organisational and operational planning Creating the conditions so that control over transport is closer to the providers Efficient use of vehicles and infrastructure All vehicles that are purchased or leased for a minimum of one year s use will be fitted with the ISA system ISA is primarily a tool for creating better traffic safety. With ISA, the city can increase safety in the workplace by helping drivers to drive more calmly and feel less stressed in traffic. It reduces the risks of accidents and injuries to drivers, passengers and other road users. In addition, the equipment also provides environmental benefits while reducing emissions thanks to lower fuel consumption per kilometre. The City of Gothenburg has a climate compensation system that encourages the use of choosing forms of transport other than cars. Clean car use has increased as a result of working closely with auto makers inside and outside Sweden. 11

traffic&cleanvehicles The right vehicle at the All clean vehicles in one location This is the starting point, and clean vehicles represent 91 per cent of the vehicle fleet today. The remaining nine per cent includes a number of special vehicles where development has not yet achieved a sustainable solution. For example, Gothenburg is currently involved in the development of gas powered buses for the disabled. One of the success factors is that Gatubolaget manages most of the city s fleet of light vehicles that are in use. This provides an overview of vehicle demand and the ability to control all vehicle purchases. Efficient use of vehicles and The City of Gothenburg has also taken on the role to lead by example, both internally and externally. For example, the city s transport organisation, Stadens Bud, was the first deli ery company in the country to exclusively use clean cars. Transportation routes that are followed by delivery companies are also evolving constantly to reduce driving distances and limit the environmental impact even further. Intelligent mailboxes A sensor in each mailbox provides a digital connection via the Internet. If a mailbox is empty, the driver see it on their ipad and does not drive there. This is a measure that reduces the distances driven by approximately 10 per cent. How to select a car when buying A methodical narrowing of the criteria ensures that the city s vehicle fleet consists of clean cars. A growing number of charging stations, including ones powered by solar energy, is a way to show electric powered cars as a clear alternative. Bengt Delang is delighted with his electric bicycle. An electric bicycle is a really neat and quick way to get around Gothenburg. 12

traffic&clean vehicles right time infrastructure Development with social benefits The City of Gothenburg is working actively to be a good organisational role model in terms of vehicle management and logistics. The objective is that by 2015, 90 per cent of car journeys made within the city s administrations and companies are undertaken using pool cars. Meanwhile, several pilot projects are being implemented to streamline the city s transport of people and goods. Carpool operations goals: The city uses travel habit surveys and vehicle investigations to determine the size of its fleet, use the right vehicles for the right assignments and streamline administrative procedures. Since 1997 Trafikkontoret (the Traffic and Public Transport Authority), Miljöförvaltningen (the Environment Administration), Renova, Gatubolaget and Göteborg Energi have together been working actively to implement the political decisions to increase the use of clean vehicles in Gothenburg. In 2010, Parkeringsbolaget also joined the group and since then it has been a strategic resource and permanent part of the municipality s environmental efforts. This successful work is still ongoing: Today, 91 per cent of all vehicles used within the City of Gothenburg are clean vehicles, which is approaching the target of 95 per cent. Renova s trucks are powered by a methane diesel engine fuelled with liquid biogas and diesel. Biogas is considered today to be one of the most environmentally friendly fuels, reducing carbon dioxide emissions by nearly 80 per cent. With liquid biogas in the tank, even very heavy, fuel-guzzling vehicles covering long distances can be operated in a way that is environmentally friendly and saves resources.
