Hearings The CCC took note of the draft programme of hearings for the second semester of 2015. There were no remarks on the IMCO hearings. b. Missions Outside the EU The CCC took note of the draft programme of missions outside the EU for the second semester of 2015. Following the meeting the secretariat was informed that JURI secretariat made the suggestion to their coordinators that our mission to Silicon Valley should be considered in the context of the TTIP and hence given their competence (?) on regulatory cooperation they would ask to coordinate it with them. c. Exchange of views with Zanda Kalnina-Lukasevica, LT Parliamentary State Secretary for EU Affairs. The State Secretary referred to progress made on various dossiers. In particular, she expressed the confidence that an agreement on Travel Package and on the NIS files is possible. d. Various Communications Committees were informed that the Court of Auditors welcomes indications towards the political priorities for Special Reports by the CoA for the year 2016. Any suggestions should be addressed to the CCC. Taking into consideration the new structure of the Commission, the Chair of the CCC suggested that all Vice-Presidents should be invited to an exchange of views on structural dialogue by the CCC. This proposal was met with a lot of scepticism and a decision was postponed. It was reminded that a meeting with the full Commission College and the CCC will take place in autumn in the premises of the EP this time. Chairs observed that the structure of the meeting should be adapted to facilitate a real exchange of views on policy issues. The draft calendar of part sessions was adopted by the Conference of Presidents on 23 April and will be submitted to Plenary in May for adoption. The Chair informed it received a position paper by the European Network of Medical Competent Authorities (ENMCA) on the European Professional Card, which she would circulate to the Coordinators for their information. 7 Petitions and motions for resolution 7.1 Petitions 7.1.1 Petition 2834/2013 by Alejandro Diaz Perez (Spanish) on improvement of consumer protection in telephone services provided by firms (MD) The petitioner states that in Spain especially, most telecommunication companies and companies that provide transport services and distribution of water, electricity and gas require the customer to dial the premium rate number 902, for which an additional fee is charged. The petitioner asks the establishment of a law which could establish all large telecommunications operators to provide customer service free of charge. In addition, according to the petitioner there are few telecommunications operators in Spain, so the consumer does not have sufficient rights. Decision: ask PETI to inform the European Commission services of this petition, to enable them to check whether Spanish utilities companies are now respecting Article 21 CRD. - To inform him of his rights under the CRD, more particularly Article 21; - To inform him of the possibility to file a complaint with the Spanish Ombudsman and/or take judicial steps against companies in case they would still be infringing Article 21 CRD; - To inform him that he could file a complaint with national competition authorities for violation of European competition rules on the Spanish telecoms market, if that were the case. 7.2 Motions for resolution 7.2.1 Motion for a European Parliament resolution on imitation Prosecco on sale in Germany (Mara Bizzotto - B8-0313/2015) (AGJ) This motion for resolution requests the Commission to stop sales of white wines imitating the Italian Prosecco wine from Veneto and require Germany to withdraw all bottles of this wine in order to protect Prosecco producers in Veneto. Decision: The matter should be referred to AGRI as the competent committee. 7.2.2 Motion for a European Parliament resolution on increasing the SIAE fair compensation amount and the EU single market (Mario Salvini and Mara Bizzotto - B8-0334/2015)(DA) This motion for a resolution requests the Commission to harmonise fair compensation rules at EU level. Under Rule 133(2), IMCO, as the committee responsible, shall decide what procedure is to be adopted. It may combine this motion for a resolution with other motions for resolutions or reports, adopt an opinion (which may take the form of a letter), or draw up a report. Decision: No action is required. The motion for a resolution is based on national, rather than EU-wide, considerations. 7.2.3 Motion for a European Parliament resolution on e-commerce: proposals, recommendations and priorities for sustainable growth (Aldo Patriciello - B8-0337/2015) (BH) This motion for a resolution tabled by a single Member on proposals to boost e- commerce by addressing VAT and customs issues partly falls within the spheres of activity of the IMCO Committee. This motion calls for the introduction of ITprocedures under which e-commerce traders would automatically be exempted from paying customs duty and VAT when reimporting goods that have to be returned. (...) Under Rule 133, the Committee responsible shall decide what procedure is to be adopted. Take this motion into account in the framework of the ongoing INI Report Towards a Connected DSMA. 8 Missions 8.1 Mission to Luxembourg, 18 June 2015 Coordinators took note of the list of participants and the draft programme. Political groups are invited to send their comments on the programme and the final list of participants (MEPs and political advisors) to the secretariat by Tuesday 12 May noon. 8.2 IMCO Delegation to the USA, Silicon Valley, 20-24 July 2015 Following Coordinators decision the missions for the second semester of 2015, the purpose of the delegation to the USA is to discuss regulatory cooperation and consumer protection, including in the digital environment. Coordinators took note of the list of participants and the draft programme. Political groups are invited to send their comments on the programme and the final list of participants to the secretariat by Tuesday 12 May noon. 9 Miscellaneous 9.1 Nomination of an IMCO Member/alternate to the ITRE WG on "Digital Union" (PT/PS) This new ITRE WG is set up with the mission to "prepare for the forthcoming legislative work in this area of ICT and digital under ITRE competences, stimulate the reflection of Members on these issues by providing a forum for exchange of information and views with a wide range of experts and interested stakeholders, thus enabling Members to conduct an in-depth analysis of the implementation and followup of existing legislation in this field". The next meeting of the Working Group will take place in Brussels on 26 May. The Working Group is then expected to meet about once every two months. The WG will be composed of ITRE Members, as well as one invited Member, with one or several alternates, from each of IMCO, JURI, LIBE and CULT. Coordinators agreed to address a letter to ITRE Chair requesting the participation of the IMCO rapporteur (Evelyne Gebhardt), one Member of the Bureau (Anna Maria Corazza Bildt) and a Committee representative (Antanas Guoga). They also agreed to nominate Julia Reda as alternate IMCO representative and to ask for the participation of a staff member of the IMCO secretariat. As the meetings of this working group often overlap with the IMCO meetings, the Chair will also ensure, to the extent this is feasible, that the same subjects are not foreseen on the committee agenda at the time the ITRE WG meets. In case this is unavoidable, the staff member of the secretariat will report back to the MEPs. 9.2 Retail Market Roundtable The first Retail Market Roundtable was held on 26 September 2013. Coordinators endorsed the idea of organising a second Retail Market Roundtable this autumn and mandated Ms Corazza Bildt and Mr De Jong to present some ideas in a future coordinators' meeting. 9.3 Structural dialogue with Commissioners The chair informed Coordinators of invitation addressed by the Conference of Committee Chairs (CCC) to report in writing on the results of the annual Structured Dialogue, foreseen by the Framework Agreement between the Parliament and the Commission. The CCC will be submitting a Summary Report to the Conference of Presidents in June and on which the Parliament resolution of July can be based. It was agreed that the Secretariat will submit to the Coordinators a draft for their approval by written procedure within a week from the last exchange with Commissioner Oettinger on 7 May. 9.4 Presentation by PROSAFE in Committee meeting (AGJ) Coordinators agreed to invite PROSAFE to give a presentation in committee. PROSAFE is a network of national market surveillance authorities from 38 countries, including all the EU Members States as well as the EEA Member States and a number of countries neighboring the EEA. The network cooperates on joint actions on product safety. PROSAFE has been coordinating such actions since 2005 and has so far undertaken actions against more than 25 different (consumer) product groups. something like 12 MEUR. These Joint Actions attract an increasing number of Member States and market surveillance authorities. The latest action is expected to involve almost 40 authorities from 28 EEA countries. 9.5 Request of authorization for scientific observation during committee work On 31 March, the Chair received a request from Lita Lundquist and Magali Gravier, both professors at the Copenhagen Business School (Denmark), for scientific observation during the IMCO committee meeting scheduled in July. They are interested in the conditions of emergence of a common professional culture within a multicultural institution such as the European Parliament, from the particular point of view of the use of humour." Recent events in Paris and Copenhagen have shown that humour can have a critical impact in European societies and should therefore be given serious attention. On a more positive side, studies in experimental sociology have shown that the use of humour within a group fulfils a primordial function of socialisation by fostering the creation of a relation of trust." Their research project aims at checking if these experimental results can be verified in a multicultural institution such as the European Parliament. In other words, can humour be used in the EP across cultures, and still fulfil its socializing function or is multiculturalism too big an obstacle for it to work? Their study grounds on two types of data: 1) interviews with MEPs and 2) scientific observation during working sessions (committees in Brussels and interpretation booths). They have already conducted over 30 interviews among Danish, French and German MEPs and conducted observation in interpretations booths. They are now planning observations during committee work in Brussels.
