Elderly life in Stockholm

Stockholm o o 80% of people over 80 years live in own flat, most live alone Elderly care system based on different choices o High life expectance in Stockholm - men 80, women 84 years o Stockholm today: 14% over 65 and 8% over 80 years old o Big cohort 1940-50 = many very old people in Stockholm after 2020 25

Stockholm is growing at a record pace - aging a long term challenge City of Stockholm - Share of elderly people (> 65%) in % County - Share of elderly people (> 65%) in % Stockholm County population City of Stockholm population 100% 20%

Demographic changes until 2050, Stockholm County Women Men W M o Long term: Considerable increase of elderly (+65 y) and very old people (+ 80 y) o Increased demand of public welfare services o Urban planning must consider this growing group

Some general facts and figures o Swedish society is very age segregated o Swedish social welfare system is individualised o All elderly care is public funded (taxes, not insurance) irrespective of executor o Municipalities are responsible for elderly care and housing Michael Erman, City of Stockholm

What do old people expect of a good life? Project Good living in old days o Old people = no homogeneous group o Old people become more demanding o Rich social live, companionship o Elderly want to live an active, healthy life of high quality o Well functioning daily life is very important i.e. - nearness to service and care - accessible urban and green environment - good communications Source: PRO 2007, 2012

Stockholm Vision 2030 A worldclass Stockholm Adopted by the City Council in 2007 All plans/actions have to support its realisation Three major themes with perspective 2030 and the human dimension in focus: o Multi-faceted and rich in experiences o Innovative and growing o The citizen's Stockholm

The vision's contents regarding elderly people o Stockholmers have highest life expectation in the world o Many continue to work after 65 o All become healthier o Action against discrimination of elderly/old people o Stockholm is a safe city to become old in with many opportunities regarding culture, leisure and social communities o Care for elderly means respect for old peoples demands, freedom of choice, personal influence, guaranty of good care services o Living in one s own flat as an option with choice of care forms o High/good educated care personal Source: Vision 2030 (www.stockholm.se)

Major instrument to implement Vision 2030 Planning regarding elderly: - Good accessibility by public transport - Barrier free city (physical) - Lively public spaces - Commercial service in all parts of the city - More and better meeting places - Safe city - Increased inclusion of immigrants 2013-06-12 SIDAN 32

City of Stockholm s budget for elderly City of Stockholm s total expenditure ca 5 Billion Euro (2012) Whereof Elderly care for 27 000 people: 800 M Euro (16 % of total budget) Housing adaptation: 9.5 M Euro Urban space (traffic measures): 3.5 M Euro Care costs per person: ca 6 000 Euro / month in a full care home ca 1000 Euro / month for assisted care Sources: executive office, traffic department, elderly department

MICASA Owned by Stockholm municipality Provide safe, well-cared housing for the city's elderly and for people with disabilities -129 properties -total floor space of 1.1 million square meters - Turnover 100 Meuro - 80 employees.

Institutionalised homes for old people in Stockholm o Care homes round-the-clock care o Sheltered housing independent living, from age 75, activity manager, communal areas, disabled access, both rental and co-op o Senior living independent living, from age 65, disabled access, communal areas, both rental and co-op o Short time care o Private housing with home help... Both public and private

Recent and future development in Stockholm o Care providers - from public to private 2000: 100% public 2012: 40% public 60% private 2020: 30% public 70% private o Decreasing demands until 2020, rising again after 2020 o Two new big public care properties for old people > 80 are planned for 2019/2025 o Private firms invest in new buildings o Much more variety in the future - lifestyle care institutions, ethnical communities, etc.

City of Stockholm s work practice examples Quality guarantee of care services Consultation of family members on care options Electronic access to elderly care journals Adaptation of old peoples flats o Based on law of grants for housing adaptation (1992:1574) o Need for adaptation must be proven = 60% of cases are old people >80y o Ca 7000 grants/year (budget 2012: 9.5 M Euro) o Adaptation in form of physical improvements and certain alarm functions o Cooperation with real estate owners... Result: people can continue to live in their own flat

So, how many new homes for elderly? My PERSONAL Guess: 10.000 to 2030

Final remarks o o o o o o Individualised system that requires broad public efforts Private care providers grow strongly Population become older, healthier and also more demanding Elderly expect more than good housing entire social and urban environment has to be considered Elderly in Stockholm have different choices, but goal is to continue living in one s own flat and the usual social surrounding as long as possible Much more variety of elderly care forms in the future o Most important: make everyone happy
