1 Upphandling av redaktör för faktahandbok om Afghanistan OM SAK Svenska Afghanistankommittén (SAK) är en biståndsorganisation som har arbetat i Afghanistan i över 35 år. Vi arbetar med utbildning, hälsovård, landsbygdsutveckling och rehabilitering av personer med funktionsnedsättning. SAK har cirka anställda, varav över 99 procent är afghaner. Verksamheten riktar särskilt in sig på de mest utsatta grupperna i Afghanistan och bedrivs alltid i ett nära samarbete med lokalbefolkningen. Vi arbetar huvudsakligen på den afghanska landsbygden med särskild inriktning på kvinnor, barn och personer med funktionsnedsättning. Arbetet med mänskliga rättigheter och genusfrågor är centralt och genomsyrar hela organisationen. SAK arbetar också med att sprida kunskap om förhållandena i Afghanistan och om SAK:s biståndsverksamhet, samt med att bilda opinion för att därigenom främja solidariteten med afghanska folket. I Sverige har SAK cirka medlemmar och månadsgivare och ett kontor i Stockholm med runt tjugo anställda. SAK är en politiskt och religiöst obunden biståndsorganisation som finansieras av bland andra tusentals privatpersoner, Sida, EU och Världsbanken. Upphandlingsregler Detta är en prisjämförelse som görs med ett förenklat förfarande och öppna anbud. Anbuden ska inkomma till SAK senast måndag 4 september 2017 kl Anbud ska skickas i PDF-format till krister.holm@sak.se. Observera att det inte går att göra ändringar i eller kompletteringar av anbudet efter sista dag för inlämnande av anbud. Däremot kan anbudsgivaren få rätta uppenbara felskrivningar, felräkningar eller annat uppenbart fel. SAK får i vissa fall begära att anbudet förtydligas efter fastställd sista dag under förutsättning att det kan ske utan risk för särbehandling. 2 UPPDRAG Redaktör för en faktahandbok om Afghanistan Uppdraget innebär att ta fram en populärvetenskaplig och folkbildande faktahandbok som ska bidra till ökad kunskap om Afghanistan (se Krav 1 Målgrupper). Faktahandböcker har getts ut tidigare. Den som gavs ut 1995 är den som främst innehåller kapitel som är användbara. Redaktörens uppdrag I steg 1 under redaktionskommitténs ledning ta fram en Faktahandbok om Afghanistan Ta fram en tidsplan Identifiera och föreslå skribenter med stöd av redaktionskommittén Ansvara för faktagranskning med hjälp av redaktionskommittén Eventuellt skriva egna kapitel/efterord. Självständigt genomföra den redaktionella processen I steg 2 och 3 ansvara för layout (vilket kan betyda att anlita en underleverantör) och förslag på hur färdig produkt ska tas fram VILLKOR FÖR UPPDRAGET I uppdraget agerar främst tre parter. Den anlitade konsulten som fungerar som redaktör, föreningshandläggaren som är anställd på SAK:s kontor i Stockholm och redaktionskommittén som består av frivilliga medlemmar med en sammankallande. Redaktionskommitténs medlemmar arbetar på fritiden och bor i olika delar av landet vilket kan påverka tidsåtgången. 4 Krav på faktahandboken Krav 1 Målgrupper Faktahandboken ska rikta sig till svensktalande med grundläggande kunskaper om Afghanistan som vill veta mer om landet och folket. Krav 2 Innehåll och omfång Innehållet ska Vara populärvetenskapligt och folkbildande Vara skrivet av skribenter med olika perspektiv och bakgrund Omfatta tecken med blanksteg (ca 170 A4 sidor à tecken med blanksteg) Bestå av minimum 25 och max 35 teman. Nuvarande handbok (2005) har 31 teman. Manus kan till viss del bygga på tidigare faktaböcker SAK givit ut. Bilder ska utgöra ca 35% av innehållet. Redaktören kan huvudsakligen utgå från SAK:s bildarkiv. Krav 3 Visuell identitet vid layoutarbetet Handbokens layout ska följa SAK:s visuella identitet (se Bilaga 1) Krav 5 Bilder Bildhantering ska följa SAK:s bildpolicy i kommunikationsplattformen (Se Bilaga 2). Krav 6 Krav på leveransdatum Faktahandbokens text och layout ska levereras vid SAK:s årsmöte. Immateriella rättigheter SAK ska ha en fri, icke-tidsbegränsad, kostnadsfri och exklusiv rätt att fritt använda, reproducera, ändra och bearbeta beställt uppdragsresultat i bearbetat och obearbetat skick. Äganderätten och upphovsrätten till resultat och framtaget material i samband med uppdragets utförande tillfaller oinskränkt SAK, oavsett medium/kanal. Detsamma gäller original och arbetsmaterial som ligger till grund för uppdragsresultat. Vidare garanterar leverantören att SAK genom användandet av produkten inte kränker någon immateriell rättighet som innehas av tredjeman med ensamrätt. SAK äger rätt att överlämna original och arbetsmaterial till annan leverantör för bearbetning och produktion. Leverantören ska, gentemot sina eventuella underleverantörer och medarbetare göra detta bindande förbehåll om SAK:s rättigheter enligt Immateriella rättigheter. Ovanstående gäller även efter att avtalet mellan SAK och leverantören upphört att gälla. Sida 4 av 5

5 ANBUDET Anbudet ska innehålla arbetsprov, dokumenterad erfarenhet och förslag på upplägg samt prisförslag enligt följande: Krav på dokumentation Redaktören ska kunna visa upp en till tre arbetsprover och presentera minst två referenser Eventuellt applicerbara allmänna villkor eller avtalskrav från leverantörens sida ska presenteras i anbudet. Användande av eventuella underleverantörer, vid till exempel layout arbete, ska presenteras i anbud. Underleverantörer ska i förekommande fall presenteras på samma sätt som anbudsgivaren enligt ovan. Om relevant ska blankett SKV 4820 från Skatteverket bifogas. Samtliga priser ska anges inklusive moms. Den som inte har eget företag måste lägga fram ett prisförslag där sociala avgifter och inkomstskatt ingår. UTVÄRDERINGSGRUNDER De anbudsgivare som har lämnat anbud på rätt sätt och rätt tid och uppfyller kraven på leverantören kommer att ingå i utvärderingsfasen. SAK kommer att utvärdera anbuden och göra en prisjämförelse utifrån hur de presenterar leverantörens förmåga att (poängviktning angiven i procent) redovisa förmågan att genomföra och säkerställa framtagande av faktahandbok och visa prover på tidigare produkter (50%) erbjuda ett konkurrenskraftigt totalpris (50%) SAK samarbetar inte med leverantörer som har samröre med företag eller organisationer som kränker mänskliga rättigheter. 22 Page 3 Welcome! All successful operations are characterised by the clarity with which they act and in what they say. In order to achieve this it is vital that everyone within our organisation knows how operations are carried out, but it is also essential that they understand what we say. Part of this process is the use of our visual identity. This speaks in the form of images and is strategically grounded in how our organisation acts. The most vital characteristic of our visual identity is consistency that everyone who works with visual communications within the organisation says things the same way. Every time! This manual contains a number of guidelines and regulations that simplify the day-to-day operations concerned with our visual communications.

23 Page 4 Terminology Identity tells the world who we are, what we are working for and how we want to be perceived. Often this can be described using a number of values values that will be reflected in all our operations. The Logotype is the bearing element of a graphic profile. It marks your identity and signals both content and attitude.

24 Page 5 Tonality We are working for a better Afghanistan! This is something we are proud of and it is vital for us to communicate that changes in Afghanistan are happening thanks to cooperation. We must generate an authentic, documentary feeling but also a warm, positive tonality. We believe in longterm, positive change and we must communicate this. Function level is priority. As there are technical constraints in Afghanistan, we need to consider what will work in all things. It is important that people with disabilities can make use of the information we wish to share with them.

25 Page 6 Addressing target groups Our visual identity is adapted to all our target groups. Our identity has been supplied with a number of colours and fonts that have been specially selected so as not to exclude the younger target groups nor to scare off our long time faithful members and donors. It is vital that we use this visual manual as a guide when we produce graphic material.

26 Page 7 Logotype Our logotype consists of the wordmark Swedish Committee in Meta Serif font. This font s generous x height means that it works well in small sizes. It is also slightly condensed which makes the long wordmark somewhat shorter. The other part of the logotype is a symbol in the form of the country of Afghanistan with the abbreviation of the SCA placed in the symbol. The font used in the symbol is Myriad Pro which has been chosen for its open letter shapes which makes it easy to read in the smaller sizes. The Logotype is to be used as a whole to the greatest possible extent and in the primary colour selected which is Petroleum.

ABCDEFGHIJKLM abcdefghijklm Graphik is a geometric, modern font whose expression works well in both texts and headings. SCA uses two weights of Graphik Regular and Bold.

49 Page 30 Typography Minion Pro was designed by Robert Slimbach for Adobe and is used for longer, informative body text. Minion Pro is used in Regular and Regular Italic. Minion Pro regular The (sca) is a development assistance organisation that has been working in Afghanistan for 30 years. Operations include education, healthcare, rural development and rehabilitation of people with disabilities. sca has around employees, 99 per cent are Afghanis. sca operations are specially focussed on reaching the most vulnerable groups, so work is concentrated in the poorer rural areas with special emphasis on women, children and people with various forms of disability. Operations are always run in close cooperation with the local population. sca works extensively with health and medical care, education, rehabilitation of people with disabilities and rural development. Overall objectives are human rights and gender equality issues. abcdefghijklm abcdefghijklmno Minion Pro is used in the body of the text due to its easy readability in small sizes. It is a classic book font with an extensive range of signs and symbols including upper and lower case numbers.

50 Typography Adobe Arabic was designed by Tom Holloway for Adobe. This is a Page 31 font that goes well with Graphik. Dari, Adobe Arabic Pashto, Adobe Arabic

51 Page 32 Replacement fonts In addition to these three primary fonts, in exceptional cases Arial and Georgia may be used as replacements. Arial will be used instead of Graphik for headings and headlines, intros and fact boxes while Georgia is to be used in the body of the text instead of Minion Pro. Times New Roman to be used as replacement font for communications in Dari and Pashto.

56 Page 37 Colours Colours have different appearances depending on how they are printed or how they are shown on screen: whether they are printed in Pantone or by CMYK, whether they are printed on coated or uncoated paper. Consequently it is vital to select the right colour system for the right medium. We always use the Pantone scale (coated) as reference.

This graphic element is to be used selectively in order to bring forward certain information and to make clear that SCA is the organisation concerned.

So far we have only described our toolbox, the following pages give inspiration as to how our identity can be applied at the various units.

This means it can be enlarged and made smaller without losing quality. The EPS format has the logotypes in its logotype bank that are primarily adapted for printed matter.
