Regional government reform Reform affects public roads in Finland, has no connection to railways or waterways As a part of the regional government reform, the ELY Centres will be replaced by 18 counties (autonomous regions) starting from 1.1.2019 Legislation has not yet passed the Parliament, but Government s position papers state so far that: Personnel from the ELY Centres shall be transferred to the counties (principally) The state of Finland (FTA) would remain the owner of the whole public road network Still under discussion/ to be decided later: Road funding to the counties (most likely through FTA) Organizing responsibilities and work: 18 counties, most of road related tasks obviously 9 counties on behalf of the others as now? What type of contracts between the state and the counties are required, what type of indicators will be used? 5

Maintenance backlog Maintenance backlog describes the amount of money that is needed to repair and update the transport network to a desirable level that fulfils present needs. A desirable level means that the transport network s service level is adequate in relation to traffic volumes and significance of the considered route, and the maintenance and upkeep of the service level won t become unreasonable expensive.

Changes in maintenance backlog on different funding levels In 2015 the total amount of maintenance backlog on state roads, railways and waterways was EUR 2,5 billion of which about half on roads, half on railways maintenance backlog increased by EUR 100 million/ year The extra financing eases the situation during the years 2016-2019.
