Exempel - prestandamatris Remediation alternative Fulfilment of remediation goals Cost Environmental impact during remediation Temporary impact on ongoing activities Benefit to society after remediation Restrictions on landuse after remediation 1 2 3 4 5
Hur gör man? Steg 1: Identifiera åtgärdsalternativ Steg 2: Utvärdera sociala och ekologiska effekter: Sätt poäng på nyckelkriterier Ställ upp prestandamatris Steg 3: Genomför kostnads-nyttoanalys (KNA) Steg 4: Identifiera hållbara åtgärdsalternativ Steg 5: Beräkna normaliserat hållbarhetsindex Steg 6: Rangordna alternativ Bästa Näst bäst Modifiera alternativ
Poängsättning av nyckelkriterier Scoring guide Strong negative effect: -2 Negative effect: 1 No effect: 0 Positive effect: +1 Strong positive effect: +2 Severe impacts on the surface water conditions with strong negative effects on the ecosystem functions. Example: Risk of severe degradation of surface water quality due to e.g. changed spreading conditions resulting in a leakage of contaminants during remediation which will e.g. effect the functionality of ecosystems in the surfacewater. Example: Physical attributes, e.g. water levels, stream flows or retention times are changed during remediation with severe negative effects on ecosystem functions. Example: Risk of degradation of surface water quality due to e.g. the sedimentation pond flooding and contaminated highly suspended water spreading to the surface water. Impacts on the surface water conditions with negative effects on ecosystem functions. Example: Physical attributes, e.g. water levels, stream flows or retention times are changed with negative effects on the ecosystem functions. Example: Risk of degradation of surface water quality due to e.g. a leakage of fuels from trucks spreading to the surface water. Example: Risk of degradation of the surface water quality due to e.g. changed spreading conditions resulting in a leakage of contaminants during remediation which will e.g. effect the functionality of ecosystems in the surfac ewater. The effects can be reduced by a large dilution in the recipient and/or if the recipient is not very sensitive. Impacts on the surface water quality is negligible and Impacts on water levels, stream flows, flooding incidents and retention times are negligible. Impacts leading to improvement of ecosystem functions. Example: Changes of water levels, stream Example: Changes of water levels, stream flows or retention times leading to positive flows or retention times leading to strong effects on ecosystem functions. The remedial positive effects on ecosystem functions. The actions can e.g. contribute to a restoration to remedial actions can e.g. contribute to a natural (not affected by humans) water restoration to natural (not affected by levels, stream flows or retentions times humans) water levels, stream flows or leading to improved ecosystem functions. retentions times leading to improved ecosystem functions. Example: Improvement on surface water quality by reducing the contamination load or implemnting a patway barrier which have a positive effect on the functionality of ecosystems in the surface water. Example: The remedial action reduce the amounts and impact of constructions on-site which will have a strong positive effect on the functionality of ecosystems in the surface water. Example: A pathway barrier is implemented to reduce spreading of contaminants resulting in a reduction of the discharge to surface water, leading to improved life conditions for ecosystems. Note No simultaneous negative effects can be accepted Impacts leading to extensive improvement of ecosystem functions Example: The source of contaminants is exstensiveley reduced leading to extensive improvement of surface water quality which have a strong positive effect on the functionality of ecosystems in the surface water Example: The remedial action reduce the amounts and impact of constructions on-site which will have a strong positive effect on the functionality of ecosystems in the surface water. Examples: A pathway barrier is implemented to reduce spreading of contaminants resulting in a reduction of the discharge to surface water, leading to strongly improved life conditions for ecosystems. Note No simultaneous negative effects can be accepted Key questions : Contamination source What type of effect can occur in the recipient? - What is the type of the recipient, what dilution can occur - What is the sensitivity of the recipient? - What is the protection value of the recipient? Key questions : Remediation action - Is the remediation contributing to an introduced risk by acting as a sourec? - Do the remediation open up new ways of spreading the original contamination? - Do the remediation increase the risk of exposing the receptor? -Are any physical attributes contributing as a risk to the receptor? Key political environmental goals: - A Non-Toxic Environment - A Rich Diversity of Plant and Animal Life - Flourishing lakes and streams - A Balanced Marine Environment, Flourishing Coastal Areas and Archipelagos Sources of information: County authority, Forestry and Municipal inventories and databases Municipal planning documents Environmental Impact Assessments (EIA) or other investigations concerning activities in the area (including the remedial actions) Risk Assessment report The regional Water Authority information: Water maps, classification of water resources and water drainage basins.
