RESULTAT MED RELEVANS FÖR GÖTEBORG ENERGI Syftet med projektet har varit att studera olika aspekter av företags miljöskyddsinvesteringar. Specifikt har vi tittat närmare på massa- och pappersindustrins (SNI 21), kemiindustrins (SNI 24), metallindustrins (SNI 27) och energisektorns (SNI 40) miljöinvesteringar. Miljöskyddsinvesteringar utgör vanligtvis en mindre del av ett företags totala investeringar och uppgick för de fyra sektorerna till mellan 2-10 procent I termer av industrins totala luftutsläpp kommer 65 procent av CO2-utsläppen, 72 procent av NOx-utsläppen och 79 procent av SO2-utsläppen år 2000 från de fyra sektorerna, vilket gör att en analys av dessa sektorers miljöskyddsinvesteringar är mycket relevanta. De investeringar vi har fokuserat på har varit avsedda att minska utsläpp till luft. I figuren nedan har vi försökt att på ett tydligt sätt visa vårt fokus. 1

Detta beror på att tidigare forskning har visat att investeringsbeslut verkar skilja sig åt om de utgör s.k. förebyggande eller behandlande tekniker. Den principiellt viktiga skillnaden mellan åtgärderna är att de förebyggande påverkar utsläppen vid källan (t.ex. genom åtgärder vid övergång till mindre miljöpåverkande råvaror och bränslen eller förbränningstekniska åtgärder), medan de behandlande mer handlar om att minska och att kontrollera spridning av redan uppkomna utsläpp (t.ex. genom filter och mätutrustning). Våra studier har visat att energisektorn investerar mer i miljöskyddsinvesteringar än pappersoch massaindustrin i relation till omsättning. Detta är sant både för utsläppsbehandlande investeringar och utsläppsförebyggande investeringar. Detta kan delvis förklaras av att pappers- och massaindustrin är mer konkurrensutsatt än energisektorn och att energisektorn sålunda har större möjlighet att föra över kostnader på kunderna (slutpriset). Tre viktiga resultat för energisektorn är att utsläppsbehandlande investeringar i högre grad verkar påverkas av hur viktig energikostnaden är för företaget jämfört med 2

3 utsläppsförebyggande investeringar. Resultaten visar också att miljöskyddsinvesteringar är vanligare om företaget satsat internt på forskning och utveckling (FoU) inom miljöområdet, s.k. grön FoU. Vidare framkommer att investeringar i behandlande och förebyggande åtgärder tenderar att göras samtidigt. Forskning har visat att företags val av förebyggande och behandlande åtgärder påverkas av energikostnader. I analysen används företags energikostnader (i förhållande till företagets omsättning) som mått på hur angeläget det är för företaget att minska dessa kostnader. Det faktum att företag med höga energikostnader typiskt sett också har stora luftutsläpp innebär att det kan förväntas att denna faktor ökar sannolikheten att investera. Resultaten visar att höga energikostnader ökar sannolikheten för investeringar i behandlande åtgärder men har ingen betydelse för förebyggande åtgärder. Att miljöskyddsinvesteringar är vanligare om företaget satsat internt på forskning och utveckling (FoU) inom miljöområdet beror troligen på att lärande i form av grön FoU kan skilja sig åt mellan förebyggande och behandlande åtgärder. Tanken är att ett företags utgifter för FoU relaterat till skydd för miljön ökar det interna humankapitalet inom detta område, dvs. en form av learning by doing. Sannolikheten för att företaget faktiskt väljer att investera kan förväntas öka som en följd av mer kunskap om tillgängligheten av möjliga utsläppsförebyggande tekniker och dess möjliga användning samt relevans för det specifika företaget. Empiriskt testas detta genom att se om de företag som har grön FoU investerar i reningsteknologier i större utsträckning. Resultaten visar att sannolikheten för att investera i förebyggande åtgärder är större om företagen tidigare haft utgifter för FoU relaterade till miljöskydd. Denna faktor verkar dock ha mindre betydelse för investeringar i behandlande åtgärder. Förebyggande tekniker anses ofta vara bättre än behandlande, framför allt på lång sikt, eftersom dessa minskar utsläppen vid källan. Det tredje resultatet är därför miljöpolitisk relevant för att få kunskap om de olika åtgärderna tränger ut eller stödjer varandra. Om ett styrmedel som stimulerar förebyggande åtgärder också medför att behandlade tekniker väljs i större utsträckning är detta ett uttryck för att de är komplement i investeringsbeslutet, och vice versa. Risken är då mindre att miljöskyddsinvesteringar tränger ut varandra. Tvärtom gäller om de är substitut när investeringsbeslut görs. I analysen testas om företagen tenderar att göra miljöskyddsinvesteringar av båda typer samtidigt (samma år) eller inte. Resultaten visar att investeringar i förebyggande och behandlande åtgärder tenderar att göras samtidigt, dvs. att de är komplement sett till investeringsbeslutet. Många företag argumenterar för att osäkerhet i bränslepriser och ekonomiska styrmedel gör att de skjuter på miljöinvesteringar. För att få en uppfattning av i vilken utsträckning detta stämmer har vi studerat effekten av osäkerhet i fossila bränslepriser på miljöinvesteringar. Vi finner en stor effekt av osäkerhet i energisektorn och vi kan visa att generellt måste priset på fossilt bränsle vara 3.4 gånger så högt jämfört med om ingen osäkerhet funnits avseende framtida fossila bränslepriser för att energiföretag skall göra en miljöinvestering. Vi tittar inte specifikt på effekten av styrmedel, men naturligtvis säger detta även något om osäkerhet i miljöpolitik. En framtida osäker skatt kan rimligen ha en liknande effekt på miljöinvesteringar. I studien studerar vi också skillnader i kostnader för miljöinvesteringar mellan pappers- och massaindustrin samt energisektorn. Vi har genomgående studerat miljöinvesteringar med syfte att reducera utsläpp till luft, såsom SO x, NO x och CO 2. Abstract The focus of this paper is on environmental protection investments for reducing emissions to air in the pulp and paper industry and in the energy and heating sector. We use data on environmental protection investments to assess the costs for environmental protection in order to characterize the potential differences between these two industries in their ability to adapt to national policymaking. We find that the energy and heating industry invests more than the pulp and paper industry in relation to their revenues. This pattern is also true if we look at the type of environmental protection investment (i.e. clean technology or end-of-pipe solutions). That the pulp and paper industry is less investment intensive with regards to environmental protection is in line with what can be expected, i.e. firms in a competitive market do not seem to have the same possibility of internalizing the external cost of production in response to green consumer demand. Discussion and conclusions This paper provides facts on one aspect of costs for ecological modernization. The results show that the average costs in terms of environmental protection expenditures, i.e. the firm costs for fulfilling the demand for cleaner and more efficient production irrespective of whether it can be explained by environmental regulation or it can be seen as a reaction to consumer demand, are small in comparison to total investments or in comparison to firm revenues. However, the results also indicate that the costs for individual firms can be substantial, and that these investments also seem to boost mean total environmental protection expenditures. Moreover, we find that investments aimed at reducing emission to air, in relation to revenues, are lower for firms belonging to the pulp and paper industry, compared to firms in the energy and heating sector. This is also true for investments in clean technology and end-of-pipe solutions. This is in line with expectations, i.e. firms in a competitive market do not have the same possibility of internalizing the external costs of production, in response to green consumer demand. Even if not all environmental policy instruments have a pronounced goal of affecting technological change, incentives for investment in new technology (and in the prolongation of technological change) is one intended or foreseen consequence of many environmental policy instruments like taxes and tradable emission permits. Moreover, adoption of technologies aimed at increasing the input efficiency is crucial in order for industrial development and ecological concerns to be in harmony. This paper has provided information on some of the costs of ecologically modernizing the pulp and paper industry and the energy and heating sector, using data on environmental protection expenditures. 4

5 Using Ex Post Data to Estimate the Hurdle Rate of Abatement Investments - An Application to the Swedish Pulp and Paper Industry and Energy Sector Bakgrund Denna artikel är samförfattad med Céline Nauge (PhD) verksam vid Toulouse universitet samt Katrin Millock (PhD) som är verksam vid Sorbonne. Projektet syftar till att studera effekterna av osäkerhet i inputpriser för miljöinvesteringar i pappers- och massaindustrin samt energisektorn. Vi har genomgående studerat miljöinvesteringar med syfte att reducera utsläpp till luft, såsom SO x, NO x och CO 2. Studien baseras på data på företagsnivå under åren för massa- och pappersindustrin (SNI 21) och energisektorn (SNI 40) framtagen av Statistiska Centralbyrån. I denna artikel visar vi teoretiskt hur man genom en strukturell optionsvärdemodell kan beräkna effekterna av osäkerhet på miljöinvesteringar. Vi estimerar sedan denna modell med hjälp av de data vi har på miljöinvesteringar och jämför resultatet med om företagen skulle ha använt sig av s.k. net present value (NPV) metoden för att bestämma när man skall investera. Vi visar att priset på fossilt bränsle måste vara cirka 3 gånger så högt för att företag skall välja att investera i renare teknik när det framtida fossila bränslepriset är osäkert. Genom att vänta får företagen mer information, vilket har ett värde ( the value of waiting). Abstract We propose a method for estimating hurdle rates for firms' investments in pollution abatement technology, using ex post data. The method is based on a structural option value model where the future price of polluting fuel is the major source of uncertainty facing the firm. The econometric procedure is illustrated using a panel of firms from the Swedish pulp and paper industry, and the energy and heating sector from 2000 to The results indicate a hurdle rate of investment of 2.9 in the pulp and paper industry and 3.4 in the energy and heating sector. Discussion and conclusions The lack of hurdle rate estimates for pollution abatement investments together with the increased availability of data from firms surveyed over several periods of time call for the development of econometric approaches based on observed data. We propose one such technique, which is appropriate when one observes data before and after the investment decision is taken. This method uses ex post abatement investment data to estimate the hurdle rate of investment linked to an option value from irreversible investment when there is uncertainty on the future price of polluting fuel. We illustrated the method on a panel of firms from the Swedish energy and heating and pulp and paper industry, with information before and after the investment took place. The null hypothesis of firms following a NPV rule is rejected as we find a hurdle rate of 2.9 for the pulp and paper industry and 3.4 in the energy and heating industry. Although other explanations are possible, firms in these two fuelintensive industries may thus have rational reasons to delay adoption of irreversible abatement technology because of uncertainty in the price of polluting fuel. The hurdle rate in the energy and heating industry is significantly higher than that found for the pulp and paper industry, which may be a reflection of the higher relative part of energy costs over sales value for that industry. Uncertainty in the energy price would thus matter more for this industry. In an intermediate stage, we estimated the impact of investments on consumption of polluting fuel. End-of-pipe investments decreased the use of polluting fuel in the pulp and paper industry while clean technology investments decreased polluting fuel use in the energy and heating sector. We could not find any significant reduction in SO 2 emissions from the abatement investments in our sample, the only significant effect being a slight decrease in SO 2 5

6 emissions from investments in end-of-pipe abatement in the paper and pulp industry. Gaining a better understanding of abatement decisions within fuel-intensive sectors like the energy and heating and pulp and paper industry is important, since these sectors are important sources of SO 2 emissions, but also of CO 2 and NO x emissions. Since the proposed model is based on uncertainty on the future price of polluting fuel, it would be suited to apply for further study on investment in air pollution emission reduction in other sectors as well. The proposed method could hopefully provide insights into the potential for policy measures to reduce sulfur emissions as well as other pollutants to air. One limitation of our study was that we could not include variable costs of abatement investments, nor depreciation costs, in the model since the data were not available. Future extensions could include additional aspects of uncertainty related to irreversible abatement investment, in particular the future cost of investment. If pollution-reducing technology becomes cheaper over time, then an additional explanation for firms delaying investment could be the expected gain from a fall in the investment cost. Issues related to research and development of the new technology were also absent from our analysis. Future research should also extend the modeling to a two-input production function to take into account input substitution between polluting fuel and biofuel and thus improve on the estimation results. Investeringar av nya teknologier kan också innebära teknikspridning, vilket kan medföra både att kostnaderna för miljöskyddsinvesteringar på sikt sjunker och att positiva läroeffekter realiseras. Abstract We estimate firms probability of technological adoption based on an unbalanced firm level panel data set from four major sectors in Sweden during 2000 and Technological adoption is measured by environmental protection investments (EPI), and we focus particularly on differences between the decisions to adopt end of pipe solutions and clean technologies. We find that the probability of a firm investing in clean technologies to reduce emissions to air increases if the firm has expenditures for R&D related to environmental protection (green R&D). Furthermore, the results show that the two types of technologies are complements with respect to the investment decision, which indicates that policies that 6

7 stimulate investments in one type of technology tend to affect investment in the other positively as well. Discussion and conclusions Our results provide evidence of the determinants of technological adoption and, specifically, contribute to the discussion regarding different incentives for adoption of clean technologies and end of pipe solutions. According to our results, the probability of a firm adopting clean technologies is larger if the firm has R&D expenditures related to environmental protection, while this factor seems to be of less importance in explaining adoption of end of pipe solutions. Also, end of pipe solutions and clean technologies seem to be complements: when firms decide to invest, they are likely to invest in both types of technologies. Moreover, we find that firm specific energy expenditures as share of revenues contribute in explaining adoption of end of pipe solutions, while this factor is not significant for clean technologies. In empirical papers there can at best only be a close correspondence between what is empirically measurable and what is theoretically preferred. In our case we believe that we have unique and well measured firm level data on environmental protection investments (i.e. technological adoption) and a set of relevant explanatory variables. Still, it is difficult to argue that we have all the relevant explanatory variables and that these are correctly measured in every case. Hence, our results should not be seen as a quantification of the exact impact of, say green R&D, but as evidence of that some factors matters for adoption and that the effects seem to differ between technology types. With this reservation in mind, we would like to draw attention to some policy implications of our results. The investment complementarity indicates that adoption of one of the technologies stimulates investments in the other. However, we also find that earlier investment in green R&D and energy expenditures affect investment choice of the two types of environmental protection investments differently. This indicates that in order to increase adoption of clean technologies and end of pipe solutions, different policies can be motivated. Still, even though clean technologies are, typically, preferred due to their generally higher potential of reducing emissions and the possibility to spur technological diffusion, it is hard to argue that clean technologies should always be preferred. From an environmental policy perspective it can be relevant to stimulate both types of technologies. Still, the effects of technology type specific policies should according to our results support each other due to investment complementarity. 7
