THE CRIME VICTIM COMPENSATION AND SUPPORT AUTHORITY The Crime Victim Compensation and Support Authority is nationally responsible for three spheres of activities: it deals with matters concerning criminal injuries compensation, it administers the Crime Victim Fund and also serves as a Centre of Competence. The Authority is subordinate to the Ministry of Justice, is located in Umeå and has about 60 employees. Its overall aim is to look after the rights of all crime victims and to draw public attention to their needs and interests. The Crime Victim Compensation and Support Authority s unique combination of spheres of activities has enabled it to make substantial progress in improving matters for crime victims. The amount of damages paid out for violation of integrity as a result of a crime has gone up significantly. Resources from the Crime Victim Fund have been made available to non-profit organizations and for research which has led to crime victims being treated better and to greater awareness of crime victim issues. The Authority s Centre of Competence has organized courses and produced information materials and publications which have helped to raise awareness and knowledge among those who come in contact with crime victims. CRIMINAL INJURIES COMPENSATION person who has been subjected to crime may be entitled to criminal injuries compensation. This compensation is financed through A tax revenue. The handling of criminal injuries compensation is the Authority s largest sphere of activities and the one that requires most resources. Every year the Authority receives about 10 000 applications and it pays out about 120 million kronor. In conjunction with paying out criminal injuries compensation, the Authority also requires the offender to pay back the money if possible which means that the Authority receives about 30 million kronor every year. One condition for getting criminal injuries compensation is that the crime has been reported to the police and that all other possibilities of getting compensation have been exhausted. In the first instance, the crime victim must demand damages from the offender. In the second instance, the crime victim can apply for compensation through insurance and in the last instance, he or she can apply for criminal injuries compensation. Criminal injuries compensation can be paid out even if it is not known who the offender was but in that case there must be strong reason to believe that the damage or injury was caused by a criminal act. Criminal injuries compensation is paid out primarily as compensation for personal injuries and violation of integrity. The possibility of getting compensation for material damage is very limited. Children who have witnessed violence by or towards a person close to them may be entitled to a special kind of criminal injuries compensation.

Ideella föreningar ska bifoga verksamhetsberättelse och årsredovisning, stadgar samt uppgift om firmatecknare. www.brottsoffermyndigheten.se CRIME VICTIM FUND The purpose of the Crime Victim Fund is to give financial support to different kinds of activities that focus on crime victims. This can be anything from simple information campaigns to extensive research projects. Funds can be awarded to researchers, non-profit organizations, or to activities run by private or public actors. The fund also allocates resources in the form of activity support to local crime victim support centres. The Crime Victim Fund is built up primarily through the special fee of 500 kronor that each person convicted of a crime that is punishable by a prison sentence has to pay. A person who is serving a sentence through electronic tagging pays a fee of 50 kronor per day, up to maximum 6 000 kronor. Every year, the Fund distributes about 40 million kronor. The Fund allocates its resources twice a year. Applications must be submitted latest 1 April and 1 October respectively. CENTRE OF COMPETENCE The Crime Victim Compensation and Support Authority is a Centre of Competence that gathers and distributes information and results of research linked to crime victim issues. One of the Authority s aims is to inform crime victims about their right to get criminal injuries compensation, to spread knowledge about the Crime Victim Fund and projects that are financed by the Fund, and to make public authorities and non-profit organizations more aware of the situation of crime victims. The Authority produces information materials and reports in Swedish and several other languages. The Authority s homepage gives quick access to detailed and accurate information about compensation issues and it also has a comprehensive presentation of all crime victim work done in Sweden. A newsletter is published three times a year. The Crime Victim Compensation and Support Authority also has a library that specializes in Swedish and international literature on crime victim issues. The Crime Victim Compensation and Support Authority organizes courses and theme days in order to disseminate the findings of research and knowledge gained from practical experience of working with crime victims. These are directed primarily at professionals in the judicial system, social services, health care and medical services, and to persons who work actively for non-profit organizations. PROJECTS AND MISSIONS In addition to its ordinary spheres of activities, the Crime Victim Compensation and Support Authority also runs various projects, some of which are by order of the government. The Crime Victim Compensation and Support Authority is responsible for ensuring that all district courts and courts of appeal in Sweden have a witness support service. A witness support person is someone who works voluntarily to provide witnesses and crime victims with support and practical information in conjunction with a trial. In most cases, witness support services are is run by local crime victim support centres. The Crime Victim Compensation and Support Authority has produced web-based information material called Court Introduction. This material uses narrators voices, texts, photographs, films and 3D animations to explain what happens at a court trial. Another recent mission imposed on the Authority by the government was to train professionals in the judicial system how to treat victims of crimes of a sexual nature and victims of prostitution and trafficking. In addition, the Authority has been ordered by the government to allocate funds to e.g. research aimed at finding out more about men s violence towards women, violence and oppression related to honour, violence in androgynous relationships, and prostitution and trafficking. The Authority also runs international projects.
