MTBMA Annual Transportation Multi- Modal Meeting November 18, 2015 Project Description A new light rail line estimated to cost approximately $2.4 Billion 16 mile east-west light rail line between New Carrollton in Prince George s County and Bethesda in Montgomery County Operates mostly on the surface with 21 stations 2 Linking the Washington DC Capital Region By improving: Travel Times Travel within the corridor and the entire Washington DC region Connections to major activity centers Intermodal connections 4 Washington Metrorail lines 3 MARC commuter rail lines Amtrak Northeast Corridor Regional and local bus services 3 1

Examples of Modern Light Rail Vehicles Rail cars are to be at least 70% low floor Maximum of 2-3 cars extending no more than 200 in length 4 Operating Characteristics Project Overview 64,500 daily riders in 2030 and more than 74,000 daily riders in 2040 Span of service generally matches Metrorail hours Trains every 7 ½ minutes initially during peak period, 10-12 minutes off-peak Approximately 30% of riders will use Metro for a portion of their trips End-to-end travel time estimated at 63 minutes; majority of riders will take short trips 5 Current Status Governor announced that the project would move forward on June 25, 2015. P3 Proposals due November 17, 2015 Selection of P3 concessionaire to occur in early 2016 Construction start scheduled for 2016 Anticipated service to begin in 2021 6 2

Project Delivery Method General Approach: Design-Build-Finance-Operate-Maintain (DBFOM) Public-Private Partnership (P3) Concession with Availability Payments (APs) Design and Construction 5-6 Years Concessionaire responsible for: Final design, construction of Purple Line and some 3rd party improvements, and financing the project (in part using public funding contributions) MTA responsible for: Right of way acquisition, public outreach, and quality assurance oversight O&M and Capital Renewal 30 Year Period Concessionaire responsible for: Operations, maintenance, and capital renewal/replacement; asset handback requirements at end of P3 term MTA responsible for: Fare policy, specification of minimum amount of service, ridership & fare revenue risk, electricity costs, and policing 7 Economic Benefits Economic development is driven by ease and availability of public transit Provide better access to jobs/support access to employment opportunities Positive impact to the economy - direct effects will result from construction and operation expenditures - indirect effects will result when direct purchases generate sales and supporting jobs in supplier industries - induced effects will result when the earnings of construction workers and public transportation operations workers, as well as growth in earnings at suppliers, lead to further retail sales for businesses that provide consumer goods and services. The Purple Line will benefit businesses throughout the corridor by bringing more customers to the corridor and the entire region Area businesses will have a competitive advantage and property values may increase as commercial and residential development is fostered 8 Jobs Growth Large scale transportation improvements such as the Purple Line trigger substantial job growth during and after construction Creation of jobs -6,300 regional jobs estimated for the project during the final design and five-year construction period This new employment would result in a $334 million increase in household earnings for the regional study area The Purple Line P3 solicitation includes goals for participation in design and construction by Disadvantaged Business Enterprises - 26% for Design Services - 22% for Construction Services 9 3
