Security from various perspectives in latest issue of JASS Due to the widening content of the concept of security in recent decades, it is no longer possible to talk about security in general terms in a meaningful way. Instead, more specific approaches are needed. This issue of JASS is a very good example: it contains articles that range from a traditionally formulated context of security, to identity, collective security and ontological security. In particular, the context of security through demilitarisation is highlighted in some articles, while in other a more explicit or implicit comparative perspective is taken. Åland, with its international regimes of demilitarisation and neutralisation, is put in perspective in relation to Svalbard as well as to Nagorno-Karabakh. An equally important dimension is the possibility to link security to human rights, or vice versa - something that is developed in an article on North Korea. Finally and in between all of this stands an article analysing the development of the identity and ontological security of the Åland Islands.
www.jass.ax Säkerhet ur flera perspektiv i senaste numret av JASS På grund av säkerhetsbegreppets utvidgning under de senaste decennierna är det inte längre meningsfullt att prata om säkerhet i generella termer. I stället behövs mer specifika tillvägagångssätt. Det senaste numret av JASS är ett mycket bra exempel på detta. Numret innehåller artiklar som sträcker sig från traditionellt formulerade aspekter på säkerhet till identitet, kollektiv säkerhet och ontologisk säkerhet. I flera av artiklarna behandlas säkerhet i relation till demilitarisering, andra artiklar behandlar, explicit eller implicit, säkerhetsfrågor i ett jämförande perspektiv. Åland, med sina internationella demilitariserings- och neutraliseringsregimer, sätts i perspektiv till förhållandena i både Svalbard och Nagorno-Karabach. En annan viktig dimension av säkerhet är möjligheten att knyta den till mänskliga rättigheter eller vice versa ett tema som utvecklas i en artikel om Nordkorea. Slutligen innehåller JASS en artikel som analyserar utvecklingen av Ålandsöarnas identitet och ontologiska säkerhet. Lunch seminar 11.12.2018: Who will save the Baltic Sea? The role of law in environmental governance Tuesday, 11.12.2018 at 11.30-12.30 in hotel Arkipelag's restaurant Professor Henrik Ringbom is a specialist in maritime law and the law of the sea. At this seminar he presents research recently conducted within the framework of the BALEX network, in particular regarding multi-level governance and environmental regulation. The Baltic Sea is affected by up to six different levels of legislation at the same time, thus probably the world's most regulated and managed sea area. What happens when so many different levels of legislation regulate the same thing? What happens when there are no rules? And what kind of legislation works? The seminar is held in Swedish. Lunchseminarium 11.12.2018: Vem ska rädda Östersjön? Om juridikens roll i miljöstyrningen Lunchseminarium tisdagen den 11.12.2018 klockan 11.30-12.30 i hotell Arkipelags restaurang. Professor Henrik Ringbom är specialist på sjö- och havsrättsfrågor. På detta seminarium presenterar han forskning som nyligen gjorts inom ramen för BALEX-nätverket, i synnerhet gällande flernivåstyrning och miljöreglering. Östersjön påverkas av upp till sex olika nivåer av lagstiftning på samma gång, och är därmed förmodligen världens mest reglerade och förvaltade havsområde. Vad sker då så många olika nivåer av lagstiftning reglerar samma sak? Vad händer där inga regler finns? Och vilken slags lagstiftning fungerar? Läs mer på vår hemsida. The Contact Group between the Ministry for Foreign Affairs and the Åland Government was founded in 1998, thus celebrating the 20th anniversary of 2018. The group has commissioned the Åland Islands Peace Institute to write a report on the first 20 years of the Contact Group. The report, written by Susann Simolin, will be available at the Peace Institute's website before the end of the year. The purpose of the contact group is to "develop and increase the use of the Åland Example in international contexts as well as to further enhance information about and contacts with Åland". The report, based on protocols and interviews, shows that the group has maintained its aims and most of the goals that were laid out already in the first activity plan of the group (2002-2003). Over time, however, the agenda has widened significantly and focus has shifted. Rapport om kontaktgruppen mellan UM och Åland 20 år Kontaktgruppen mellan utrikesministeriet och Ålands landskapsregering grundades 1998 och firar därmed 20-årsjubileum 2018. Ålands fredsinstitut har på uppdrag från gruppen skrivit en rapport om kontaktgruppens första 20 år. Rapporten, skriven av Susann Simolin, publiceras elektroniskt på www.peace.ax inom december månad. Gruppen bildades på beslut av dåvarande utrikesminister Tarja Halonen efter att Åland länge efterfrågat en sådan grupp. Gruppens syfte är att utveckla och öka Ålandsexemplets användning i internationella sammanhang samt att också på annat sätt öka informationen om samt kontakterna till Åland. Rapporten, som baseras främst på protokoll och intervjuer, visar att gruppen behållit sina syften och mål från starten, men att agendan har utvidgats och fokus skiftat över åren. Seminar on study on trust in the Åland Islands On 12 November, Statistics and Research Åland (ÅSUB) arranged a seminar launching the first ever Åland trust study, a survey to which the Åland Islands Peace Institute has contributed. Researcher Sanna Roos (ÅSUB) and Research Coordinator Petra Granholm (Åland Islands Peace Institute) presented the results of the trust study. Other speakers were Maria Bäck, PhD and researcher at Samforsk, Åbo Academy University, Lars Trägårdh, Professor of History and Civil Society Studies, and Laura Hartman, Associate Professor in Economics and Chairperson of the Swedish Trust Delegation. Moderator was the director of ÅSUB, Katarina Fellman. The speeches (in Swedish) were filmed and are available online.
Seminarium om tilliststudie för Åland Under rubriken Tillit på Åland mörka moln eller fri horisont? ordnade Ålands statistik- och utredningsbyrå (ÅSUB) den 12.11 ett seminarium för att lansera den första åländska tillitsstudien, en enkätstudie som Ålands fredsinstitut har medverkat till. Forskare Sanna Roos (ÅSUB) och forskningskoordinator Petra Granholm (Ålands fredsinstitut) presenterade resultaten från tillitsstudien. Övriga talare var Maria Bäck, pol.dr och forskare vid Samforsk, Åbo Akademi, Lars Trägårdh, professor i historia och civilsamhälleskunskap samt Laura Hartman, docent i nationalekonomi och ordförande för den svenska Tillitsdelegationen. Moderator var ÅSUBS:s direktör Katarina Fellman. Presentationerna filmades och kan ses online. Visit from Doshisha och Okkaido Universities in Japan On November 7-8 Professor Tsukimura from Doshisha University and Associate Professor Fujio Ohnishi from Hokkaido University and the Arctic Research Center in Norway came to visit Åland and the Peace Institute. During the visit, the guests and hosts presented current research on, among other things, Japanese politics in a historrical perspective, Okinawa, Arctic Security,
Demilitarisation and the Åland example. For many years, Fujio Ohnishi has been in contact with the Peace Institute and has conducted research on Åland issues. His doctoral dissertation discussed the Åland right of domicile (in Japanese), he has written the chapter "The Åland Example from four Perspectives in Japan: Area Studies, the Nitobe Saite Discourse, the Northern Territories and Okinawa" in the publication "The Åland Example and Its Components - Relevance for International Conflict Resolution", as well as a report on The autonomy of Åland and the six guarantees of the League of Nations. These are all available at libraries on Åland. Besök från Doshisha och Okkaido universitet i Japan Den 7-8.11 kom professor Tsukimura från Doshisha University och docent Fujio Ohnishi från Hokkaido University och Arctic Research Centre i Norge på besök till Åland och fredsinstitutet. Under besöket presenterade gästerna och värdarna aktuell forskning om bland annat japansk politisk historia, Okinawa, arktisk säkerhet, demilitarisering och Ålandsexemplet. Fujio Ohnishi har i många år haft kontakt med fredsinstitutet och har forskat om Ålandsfrågor. Han skrev sin doktorsavhandling om den åländska hembygdsrätten (på japanska) och har skrivit ett kapitel om hur Ålandsexemplet har diskuterats i Japan i relation till Okinawa och Kurilerna i boken "The Åland Example and Its Components - Relevance for International Conflict Resolution". Han har också skrivit en rapport om Ålands självstyrelse och Nationernas förbunds sex garantier på engelska. Publikationerna finns på fredsinstitutets och lagtingets bibliotek och är sökbara på bibliotek.ax. Spiliopoulou Åkermark on minority rights at Swedish Government Offices' conference On December 4, the Peace Institute's director, Sia Spiliopoulou Åkermark, spoke at a conference organized in Stockholm by the Swedish Government Offices on minority legislation. Spiliopoulou Åkermark spoke under the heading "International commitments on national minorities' rights - a part of the protection of human rights". By 2018, it is 20 years since Sweden ratified the Framework Convention on National Minorities and the European Charter of Regional and Minority Languages.

Spiliopoulou Åkermark talade under rubriken Internationella åtaganden om de nationella minoriteternas rättigheter en del av skyddet för mänskliga rättigheter. Under konferensen diskuterades nyheter i svensk lagstiftning och erfarenheter hittills. År 2018 är det 20 år sedan Sverige ratificerade Ramkonventionen om nationella minoriteter och europeiska stadgan om regionala och minoritetsspråk. Sias tal finns filmat på regeringskansliets hemsida. Fake news discussed at Helsinki Book Fair Susann Simolin, Head of Information at ÅIPI and local editor of the newspaper Fredsposten, participated in this year's Helsinki Book Fair. Susann Simolin participated in the panel 'Combating false news - cultural journalism as an opportunity' in Swedish on Saturday 27 October.

Susann Simolin medverkade i panelen 'Att bekämpa falska nyheter kulturjournalistik som en möjlighet', lördagen den 27.10. Svenska Yle skriver om paneldiskussionen i artikeln ""Hur ska vi kunna ha en dialog om vi tycker helt olika saker är fakta?" på bokmässan diskuteras falska nyheter och kulturjournalistik". New intern: Marielle Fellman I november började Marielle Fellman som Ålands fredsinstituts nya praktikant. Marielle har en magisterexamen i kulturgeografi från Örebro Universitet. Hon kommer att arbeta med att sammanställa information och hjälpa till vid fredsinstitutens evenemang och seminarier. Hon kommer också att hjälpa till med förberedelserna till Kastelholmssamtalet. Ny praktikant: Marielle Fellman Marielle Fellman will be an intern at the institute from November 2018. She has a one year master degree in Human Geography from Örebro University. During the internship Marielle will focus mainly on information and organisation of seminars. Photo by Kim Lindström Seminars and visits Visit by Foreign Minister Timo Soini On November 5, Foreign Minister Timo Soini visited Åland including the Peace Institute, where Chairperson Roger Nordlund, Director Sia Spiliopoulou Åkermark and Head of Information Susann Simolin talked about the Institute's activities and discussed current issues. This was the first time a Minister for Foreign Affairs visited the Institute. Research meeting on land rights and autonomy legislation On October 29, the Peace Institute organised a research meeting at the Åland museum for invited researchers and experts. The conversation was based on two articles published in the spring's issue of the e-journal "Journal of Autonomy and Security Studies" (JASS). Rhodri Williams presented his article on how the settlement of land acquisition in Åland has developed over time. Susann Simolin spoke about her analysis of how Åland and Finland relate to the renewal of the Self-Government Act in 2010-2017. Seminarier och besök Utrikesminister Soini på Ålandsbesök Den femte november besökte utrikesminister Timo Soini Åland och även fredsinstitutet, där ordförande Roger Nordlund, direktör Sia Spiliopoulou Åkermark och informationsansvariga Susann Simolin berättade om institutets verksamhet och diskuterade aktuella frågor. Det var första gången en utrikesminister besökte fredsinstitutet. Forskarsamtal om jordförvärvsrättigheter och självstyrelselagstiftning Den 29.10 ordnade Ålands fredsinstitut ett forskarsamtal på Ålands museum inför inbjudna forskare och sakkunniga. Samtalet byggde på två artiklar som publicerades i vårens nummer av fredsinstitutets e-tidskrift Journal of Autonomy and Security Studies (JASS).
