Challenges Legal interoperability Funding of cross-agency projects A common road map (the lacking of)
The evolution of a national eid system Building the Swedish identity federation (Swedish eid) Annika Bränström Swedish eidentification Board
Swedish eidentification Board Formed in 2011 Result of report on eid development in Sweden Small government agency Only 4 employees working full time Governed by a board of influential people with special knowledge in the field Mission To coordinate and support electronic identification and signature in public sector e-services To administrate the infrastructure and public federation for Swedish eid
E-identification in Sweden today More than 5 million people in Sweden currently have eids PKI-based eids Soft, hard and mobile solutions available E-identifications were used more than 300 million times in various e-services during the last year E-identification for citizens are issued by private sector - mainly through banks and a large telecommunication provider The public sector purchases validation control of the e- identification on a commercial basis
What's new for Swedish e-id? 1. Coordination and gradual development of infrastructure (a task for the Swedish E-identification board) 2. New way to procure electronic identification for public sector e-services to meet new regulatory requirements (mandatory) 3. Introduction of identity tokens (SAML 2.0) to simplify the integration of e-service providers make it possible to vary the information about the holder of the e- ID, depending on the e-service make it possible to use e-id solutions that are not PKI-based 4. Introduction of a central electronic signing service as a consequence of introducing identity tokens (mandatory) 5. Provide so-called metadata about issuers and services to facilitate secure communication between actors (contributing to increased efficiency)
Legal architecture Suppliers of eidservice - Contract - Legal Framework - Assurance Framework - Technical Framework Swedish eid Board - Contract - Legal Framework - Technical Framework Providers of e- services e-service e-service - Internal contract PUBLIC FEDERATION Issuers of Swedish eid Issuer of eid Issuer of eid - Contract - Assurance framework Swedish eid Board BASE INFRASTRUCTURE
Central electronic signing service Moving towards a technology neutral infrastructure PKI/certificate-based eid no longer a requirement Individual users no longer possess eid with capacity to sign (certificate + private/public key) Result central signing service for public sector Based on the identity federation architecture Creates a unique certificate and public/private key pair for each individual signature, based on the SAML assertion from the eid Signature on the hash sum representing a document No evidence stored centrally
The main challenges Coordination of an area that is market-driven, with many actors with different interests Need to take into account the investments already made, evolution of existing eids Building sufficient trust and security without driving costs finding the balance Ensuring end user usability and accessibility Difficult transition period old meets new The EU development new regulation
Time frame Law on service concession for eid came in force 1st of July 2013 Legal framework, assurance framework and technical framework in a current version Review and accession of parties from Q1 2014 New system now up and running as of Q2 2014 Parallell provision of eid services from 2014 to maximum 2016
