EASA FTL EASA FTL (Flygarbetstid) Ett urval av reglerna Christer Ullvetter Transportstyrelsen i Norrköping 1
Air taxi operation New definition Air taxi operation means, for the purpose of flight time and duty time limitations, a non-scheduled on demand commercial air transport operation with an aeroplane with a maximum operational passenger seating configuration (MOPSC) of 19 or less. (Ingen viktgräns!) Övergångsregler Subpart Q och LFS 2008:33 skall tillämpas för Air taxi operation tills det att nya regler för denna verksamhet beslutats och skall tillämpas. NPA i mars 2016. 2
Unforeseen circumstances 1 (2) Commanders discretion With 2 pilots A 13-hour day may be extended to max 15 hours A 14-hour day may be extended to max 15 hours With augmented flight crew (3 or 4 pilots) A 13-hour day may be extended to max 16 hours A 14-hour day may be extended to max 16 hours 4
Unforeseen circumstances 2 (2) Augmented flight crew definition A flight crew which comprises more than the minimum number required to operate the aircraft, allowing each flight crew member to leave his/her assigned post and be replaced by another appropriately qualified flight crew member for the purpose of in-flight rest Conclusion: In-flight rest facilities is a requirement for using 16 hours with Commanders discretion! 5
Night duty 1 (3) Definition av Night duty (sv. Nattjänst) Night duty means a duty period encroaching any portion of the period between 02:00 and 04:59 in the time zone to which the crew is acclimatised; Som jämförelse: - Lokal natt är 8 timmar mellan 22-08 (exempel 22-06 eller 24-08) - WOCL är 02-05:59 6
Night duty 2 (3) Max FDP if Night duty When establishing the maximum FDP for consecutive night duties, the number of sectors is limited to 4 sectors per duty The operator applies appropriate fatigue risk management to actively manage the fatiguing effect of night duties of more than 10 hours in relation to the surrounding duties and rest periods. ORO.FTL.125(b) Before being implemented, flight time specification schemes, including any related FRM where required, shall be approved by the authority. 7
Disruptive schedule vs standby 1 (2) For an Early type of crew: Early start: A duty period starting in the period 05:00-05:59 hours. Late finish: A duty period finishing in the period 23:00-01:59 hours If a standby starts in Early start period and is not called out during this period: Is it then a Disruptive schedule? Answer is No. If a standby starts in Early start period and is called out during this period: Is it then a Disruptive schedule? Answer is Yes. 9
Disruptive schedule vs standby 2 (2) Night duty vs Disruptive schedule A standby starts in the Night time 02.00 04.59 If the crew member is not called out during this period: Is it then a Disruptive schedule? Answer is No. If the crew member is called out during this period: Is it then a Disruptive schedule? Answer is Yes. 10
Home & hotel standby Reserve (d) To protect an 8-hour sleep opportunity, the operator rosters a period of 8 hours, taking into account fatigue management principles, for each reserve day during which a crew member on reserve is not contacted by the operator. Is it possible to define any 8-hour period in a reserve to be a rest period afterwards? Answer is No. The 8-hour period must be rostered in advance to allow for the crew member to use it for sleep. 11
Acclimatisation 1 (2) Definition of Acclimatised 1) A crew member is considered to be acclimatised to a 2-hour wide time zone surrounding the local time at the point of departure. All movements inside this zone result in new Local Time without need for acclimatisation. 2) When the local time differs by more than 2 hours from the local time at the place where the next duty starts, the crew member shall be acclimatised according to Table 1 (next page). 12
Acclimatisation 2 (2) Acclimatised table 1 Time difference (h) Time elapsed since reporting at reference time between reference time and LT where <48 48-71:59 72-96 96-120 120 next duty starts 2,5-4 B D D D D 6 B X D D D 9 B X X D D 12 B X X X D B[ase] = acklimatiserad till avgångsortens LT D[estination] = acklimatiserad till LT varifrån nästa tjänst startar X = okänd acklimatisering 13
In-flight rest Extension of FDP due to in-flight rest Förlängd FDP vid in-flight rest är inte kopplat till om crew är acklimatiserad eller ej och WOCL påverkar ej (b) The maximum daily FDP may be extended due to in-flight rest for flight crew: (1) with one additional flight crew member: (i) up to 14 hours with class 3 rest facilities (ii) up to 15 hours with class 2 rest facilities (iii) up to 16 hours with class 1 rest facilities (2) with two additional flight crew members: Som (1) ovan + 1 timme 14
