CCTV eller dispens? Vad göra åt kravet på övervakning av området utanför cockpit från båda pilotstolarna? 1
ICAO Annex 6 13.2.2 From 1 November 2003, all passenger-carrying aeroplanes of a maximum certificated take-off mass in excess of 45 500 kg or with a passenger seating capacity greater than 60 shall be equipped with an approved flight crew compartment door that is designed to resist penetration by small arms fire and grenade shrapnel, and to resist forcible intrusions by unauthorized persons. This door shall be capable of being locked and unlocked from either pilot s station. and.... 2
ICAO Annex 6 13.2.3 a) this door shall be closed and locked from the time all external doors are closed following embarkation until any such door is opened for disembarkation, except when necessary to permit access and egress by authorized persons; and b) means shall be provided for monitoring from either pilot s station the entire door area outside the flight crew compartment to identify persons requesting entry and to detect suspicious behaviour or potential threat. 3
EU-OPS OPS 1.1255 (c)(2) means shall be provided for monitoring from either pilot's station the area outside the flight crew compartment to the extent necessary to identify persons requesting entry to the flight crew compartment and to detect suspicious behaviour or potential threat. 4
Air Safety Committee 2007.... the implementation of CCTV might exceed economical feasibility in some cases of older and smaller aircraft affected by the provision. A need for amending the current EU-OPS provisions could not be seen. Overall, it was therefore agreed that Member States will implement the use of CCTV by the greatest extent and, by exception, will take individual decision on acceptable means of compliance if technically unfeasible or in cases of excessive cost of installation. The issue will be clarified through future Implementing Rules. 5
EASA OR.OPS.SEC.100.A (c)(2) means shall be provided for monitoring from either pilot's station the entire door area outside the flight crew compartment to identify persons requesting entry and to detect suspicious behaviour or potential threat. 6
SAFA anmärkningar Flight Crew Compartment Security Cat 3 Ref ICAO Annex 6, Part I. 13.2.3 In all aeroplanes which are equipped with a flight crew compartment door in accordance with 13.2.2: b) means shall be provided for monitoring from either pilot's station the entire door area outside the flight crew compartment to identify persons requesting entry and to detect suspicious behaviour or potential threat. Prescribed Finding Door area monitoring system not available from either pilot's station or U/S (outside MEL limits) a category 3 finding may have a major influence on safety 7
EASA Enligt senaste information kommer EASA att tillåta att nivå 2 anmärkningar accepteras upp till 2 år från april 2012. Avsaknad av CCTV borde kunna klassas som en nivå 2 anmärkning trots att SAFA nu klassar detta som den allvarligaste nivån. Om en omklassning av kravet kan uppnås skulle åtlydnad av kravet på CCTV kunna utsträckas till april 2014. 8
Status för svenska operatörer En enkät visar (baserat på inkomna svar) att 175 flygplan är redovisade 18 flygplan har CCTV 157 flygplan har inte CCTV, men alla har Fish eye lens 0 flygplan har planerat att montera CCTV före 2012 3 flygplan planeras bytas ut före 8 april 2012 154 flygplan saknar CCTV 8 april 2012 om inget görs 9
Vad är syftet? Syftet med ICAO:s regler om cockpitdörren är Förstärkt dörr för att förhindra intrång med våld Hålla dörren stängd utom för godkända personer Syftet med ICAO:s regler om övervakning är Kunna se och kontrollera att den som önskar att dörren öppnas är en godkänd person Övervaka frekvent öppning av dörren i alla flygfaser Kan detta göras på annat sätt än med CCTV? Krav för dispens? Förutsättningar för eventuella dispenser kan vara Förbud att öppna cockpitdörren vid all flygning under FL100 Fish eye lens monterad i cockpitdörren för området utanför dörren Procedurer för kommunikation mellan cockpit och kabin ska tillämpas Vid flygning över FL100 och behov att cockpitdörren ska öppnas, krävs alltid att en av piloterna reser sig upp från sin stol och inspekterar utrymmet utanför cockpitdörren genom Fish eye lens Fungerande Intercom system cockpit/kabin ett krav för dispatch Ytterligare åtgärd för att försäkra sig om ett godkännande av EUkommissionen kan vara Att TS begär att EASA ska utreda en ändring av regeln om övervakning från båda pilotstolarna (= avvikelse från ICAO-standarden) 11
