A reassessment of the role of universities in Europe and throughout the World Economic development based on expertise, environmental change, globalization and the rapid development of technology have emphasized the importance of universities as producers of new knowledge and expertise. Academic institutions have learned to define and comprehend their role in society; many universities have repositioned themselves to better interact with and serve their surrounding communities and to learn from such interactions. The increasing societal impact of universities creates both challenges and opportunities, which can be summarized as follows: Focusing on quality Using multidisciplinary expertise and partnerships to develop innovation know-how Internationalization Professionalizing university services and exploitation of information technology Autonomy
University reform in Finland International evaluations : Finnish research and innovation system in need of radical reform Parliament passed the Universities Bill in 16 June 2009, enforced Jan 2010. Objectives and key impacts The new Universities Act will extend the autonomy of universities by giving them an independent legal personality, either as public corporations or as foundations. Its purpose is for universities to be better able to: react to changes in the operational environment - renewal diversify their funding base a culture and incentives for philantropy compete for international research funding, international co-operation allocate resources to top-level research and their strategic focus areas ensure the quality and effectiveness of their research and teaching strengthen their role within the system of innovation
