Definitions Meassure type: A standardized type of meassure or group of meassures e.g. fish migrating path-artificial migrating path-fish ladder Meassure: Physical/technical meassures in a specific place and time Policy instrument: instruments suggested in the PoM in order to make the meassures happening Meassure library: A list of meassure types, connected to certain attributes like costs, effects, relevant impacts and pressures. Meassure module: The reporting module for meassures (not policy instruments). Divided into suggested, planned, on going and completed.

The idea By creating standard meassure types for physical measures, it will be the possible to load the meassure types with attributes needed for analysing, policy analysis, reporting of the PoMs and to the Commission etc. The meassure types is gathered in a library that is updated by the Water District Authorities.

Challenges The development of the meassure library and meassure (reporting) module has been developed ahead of the actual development of the PoM and everything else EU reporting variables are not finalized and interim reporting variables are not really effects

Challenges In-house work on the library meant time but knowledge building What to include and what is better handled elsewhere, like basic/suplementary meassures WFD language, economic language, science language, laymen language (farmers, citizens etc.)
How detailed should the meassure type be? The need in different stages in the process, i.e. planned, on-going, completed, reported. The hierarcy of meassure types The integration of meassures from other meassure databases, with other objectives than WFD. RESULT: Three-level hierarcy adjusted to other databases.
What is an effect of a physical/technical meassure? If a meassure is completed or not? The unit of size (reporting unit) A reduction of a pollutant? In the air or in water? A standardized effect per impact comparable between meassures (cost-effeciency, i.e. kg Tot P)? The effect on the classification criteria e.g. ecological status EU interim reporting indicators? RESULT: Interim indicators, standardized effects, other effects and of course a unit of size
What is a cost of a physical/technical meassure? Investment cost? Total costs during the lifespan of the meassure? Discounted to year 0? What is year 0? Losses in production? Include administrative costs (private time, permit processing time)? Available cost estimates differs? RESULT: Investment, running, administrative, value/cost in final year, production losses
How should the meassure be presented in geography Consideration about privacy Suggested/planned meassures, not communicated with the stakeholders Planned meassures in a watersheed, but not yet to a certain waterbody RESULT: Suggested: not at all Planned: on watersheed, On-going/completed: waterbody, pressure, cordinates?

Measures Library Aim: Provide support to desk officers at county administration boards and municipalities when planning measures/mitigating environmental problems in water bodies. Provide an overview of costs and effects for desk officers, researchers and the public Quantifying the economic and environmental consequences of measures required by WFD
