Resultat av utökad första planeringsövning - Den första planeringsövningen baserades på 12080 önskemål i Band III och 42726 önskemål i Bands IV/V. Till dessa lades 146320 administrativa deklarationer (S sände 9697 administrativa deklarationer). - Den utökade första planeringsövningen baserades på 12194 önskemål i Band III och 43041 önskemål i Bands IV/V (tillägg för Nigeria och Niger). Till dessa lades 811913 administrativa deklarationer (S sände 10857 administrativa deklarationer).

ITU BR slutsatser (dok WPIPG/7-E) The analysis of results and incompatibilities in Band IV/V has shown that there are far too many input requirements for the available spectrum and/or too few administrative declarations. As the overall results for Band III are even worse than for Band IV/V, similar conclusions can probably be drawn.
ITU BR slutsatser (dok WPIPG/7-E) The following measures could help to reduce the number of incompatibilities and increase the proportion of requirements satisfied. - Reduce the number of input requirements - Increase the number of administrative declarations. The 150,000 valid administrative declarations made for the first set of results for the first planning exercise increased the number of requirements satisfied by around 25%. - Re-consider the need for very high powers for assignments use appropriate levels of ERP to ensure the resulting coverage is not greater than intended, hence causing excess interference to neighbouring areas and increasing the size of the area which needs to be protected.
ITU BR slutsatser (dok WPIPG/7-E) The following measures could help to reduce the number of incompatibilities and increase the proportion of requirements satisfied. - Consider the possibility for large assignment/allotment areas larger areas are often more spectrum efficient than smaller areas. - Choose an appropriate Reference Network (RN) it is less spectrum efficient if the RN is larger than the service area required. - Investigate the consequences of relaxations (beyond the RRC-04 values) in planning criteria, in particular, which criteria could be relaxed. It should be noted that relaxations in planning criteria will lead to a degradation in service quality.
