1. Introduction Welcome Introduction to Rally Guide 2 This document, Rally Guide 2 (RG 2), is based on Rally Guide 1(RG 1) (published in April) and produced for teams, competitor and media representatives. It contains comprehensive and detailed information, useful during the event. The Rally HQ, Start/Finish and price giving The HQ is located at the Hotel Terraza, Stora Torget (the main square), right in the middle of Ljungby. The start and finish will take place just outside the Hotel Terraza. The price giving will take place at the finishing ramp. Service Park, Rest halt and Parc Fermé The Service Park is located at Svetruck factory premises in Ljungby, and there will be a remote Service Park in Älmhult The overnight rest halt and Parc Fermé is located close to the Service Park in Ljungby. 5. Service Park 5.1 Location The Service Park is located at the Svetruck factory premises, Långgatan 29, Ljungby. Each team taking part in NEZ will be allocated 60m² (6x10 m). Each team taking part in Volvo and Classic will be allocated 42m² (6x7m). The surface is tarmac. A drawing of the Service Park is published in Appendix 3.1, page 63-64 5.2 Regulations and restrictions Service is only allowed at the Service park, which means that service, is not allowed along the route, with the exception of Volvo Original between stage 5 and 4B. There will be a remote service at Älmhult and special rules will apply for all teams; these rules will be presented in a bulletin. Each competitor has to arrange this on the competitors own account. 5.7 Media Results will be presented at the Service Park in Ljungby and at the remote Service Park in Älmhult. 5.8 Medical care There will be limited medical care at the Service Park in Ljungby and at the remote Service Park in Älmhult. The teams may also use the Ljungby Lasarett (Hospital), Ljungby. Telephone; +46 372 58 50 00 or +46 372 58 51 00 5.9 Recycling For environmental reasons we kindly ask teams and competitors to use the recycling area arranged at the Service Parc in Ljungby and at the remote Service Park in Älmhult. Team and competitors who ignore to clean up, not using canvas protection and do not remove waste from their designated area before leaving the Service Park in Ljungby and the remote Service Park in Älmhult, will be charged SEK 1 000:-. Judge of facts will be present and the Swedish ASN roles RY. 02T and G 2 will apply. 6. Reconnaissance 6.1 Registration The registration for reconnaissance, only valid for competitors entered in SM and NEZ will take place at the Rally Office at Rally HQ, Hotel Terraza, Stora Torget 1, Ljungby at the following times: 8
Thursday 14 th May 11.00 13.00 Friday 15 th May 07.00 08.00 At the registration for reconnaissance, the administrative check will also be done, this means that both the driver and the co-driver have to be present. 6.2 Speed checking device Speed checking devices will be used by the police and officials. 6.3 Reconnaissance schedule Reconnaissance must be carried out according to the schedule which is enclosed in Appendix 1, page 55. 6.4 Regulations and restrictions Crews are authorised to drive twice through each special stage but only in the same direction as the rally, at a reduced speed and fully respecting the Traffic Laws. A special ID card will be issued and all passages through the special stages will be registered on this card by the marshals and signed by the competitors. This ID card has to be returned by the crew to the organiser latest at the entrance of the ceremonial round up area. Only standard cars (complying with the Group N Regulations) are allowed for reconnaissance. All Swedish Traffic Laws are too be fully respected, and safety and rights of other road users must also be respected. Maximum speed allowed during the reconnaissance is 60 km/h on special stages, unless lower speed limit is indicated by traffic signs, by written instructions in the road book or in a bulletin. The organiser and the police will check the speed on the special stages and the road sections by using speed check equipment. Note that the use of radar and laser detectors is forbidden in Sweden. This is reconnaissance and not practices! The reconnaissance takes place according to the time schedule which is enclosed in Appendix 1, page 55. The regulations above apply to all drivers who do the reconnaissance. N.B. the text below is valid for all entrants. Between 00.01 on Monday 16 th March and 24.00 on Saturday 16 th May, it is strictly forbidden to drive, regardless way of driving, stay and/or walk over the special stages of the South Swedish Rally, except when the stages are open for reconnaissance and the team is allowed to do the reconnaissance, or open as special stages. 9
Any offence against these Regulations will lead to non-admission to the start and the entry fee will not be refunded. And the offence will be past on to the competitors national ASN for further actions. Exceeding the speed limits according to the reconnaissance regulations will be penalised the first time with a 3 minutes time penalty and the second time will lead to non-admission to the start, and the entry fee will not be refunded. The organisers will carefully supervise this. 7. Shakedown N.B. Only valid for competitors entered in SM and NEZ 7.1 Date and time Date: Thursday 14 th May Time: Between 18.00 and 21.30 Please note that the scrutineering have to be completed. 7.2 Shakedown venues The Service Park in Ljungby will be used during the shakedown. The length of the shakedown stage is app. 1,5 Km The stage start is located app. 3 km east from Ljungby along road 124. The shakedown stage will be arranged as an ordinary stage, i.e. with starting light, time keeping and communication systems. A special time card will be given to all crews at the starting line. A rescue vehicle is placed at the shakedown stage. 8. Import of vehicles and spare parts Competitor from the European Union does not make any special custom clearance for temporary import of cars and equipment with the purpose to participate in the South Swedish Rally. Entrants from outside the European Union have to report to the customs at arrival in Sweden. 11

Scrutineering including marking and sealing 16.1 General The competitors are not allowed to go directly to the Scrutineering with out entering the Scrutineering TC, which is situated at Kungsgatan close to the Service Park. N.B. only rally cars are allowed at the Scrutineering. The administrative check has to be completed and the competition numbers, rally plates and organisers advertising have to be affixed on the car before entering the scrutineering TC. These laws apply to competing cars, service cars, equipment and clothes. 16.2 Turbo and restrictor All vehicles with turbo shall comply with the FIA regulations concerning restrictors. The competitor must prepare for sealing of the various parts and the reserve turbo shall be brought to the scrutineering for sealing. Holes must be drilled in the bearing house on the turbo of a minimum of 3 mm, and the entrant must mount the wire. The sealing will be carried out by technicians at the scrutineering. 16.3 Tyres Marking/control Marking and control of tyres will be carried out continuously during the Rally at the Service Park. The zones for tyre control and tyre marking will be sign posted. 16.4 Drivers equipment It is compulsory for drivers and co-drivers to wear helmets and overall. The following has to be presented at scrutineering: Helmets and overall. 16.5 National technical regulations Competing cars must be equipped with one first aid kit and two reflective triangles. The maximum noise level permitted is 100 decibel. Cars not complying with this rule will not be allowed to start. Start procedure 17.1 Ceremonial round up Round up area The round up area before the start of the rally is located at Storgatan. A drawing will be given at the reporting. SM and NEZ teams Friday 15 th May: All cars and crews are asked to be at the round up area between 15.30 and 16.30. All cars and crews must report to the marshals at the round up area at the latest 16.30. The marshals will give all crews further instructions. Volvo Original teams Saturday 16 th May: All cars and crews are asked to be at the round up area between 07.00 and 08.00. All cars and crews are asked to be at the round up area between 11.30 and 12.30. All cars and crews must report to the marshals at the round up area at the latest 12.30. The marshals will give all crews further instructions. 17.2 Starting order Starting order SM and NEZ Starting from TC 0 which is placed on the starting ramp at Stora Torget Starting order Volvo and DM Starting from the Service Park according to the road book, after the ceremonial start at the starting ramp at Stora Torget 18. Finish ceremony, price giving procedure and party The finish and price giving procedure, based on the preliminary results, will take place at the finishing ramp at Stora Torget in Ljungby. The three first placed cars in the 34 th South Swedish Rally will receive the overall cups and champagne, the cars will go over the ramp in the following order 3 rd, 2 nd and 1 st. The three first placed cars in SM, NEZ, Volvo Original and DM will receive their respectively cups at the ramp, the cars will go over the ramp in the following order 3 rd, 2 nd and 1 st. All other cars will drive over the finishing ramp and receive their eventually prices on the ramp. 19. PR - activities There are planed no PR activities 20. Medical and safety service 21.1 Medical care Competitors from the EU/EEA countries will receive emergency medical care paying the same patient charge as Swedish citizens, whilst in Sweden. Competitors from these countries must provide the European Health Insurance Card when a medical care is required and should obtain this card before leaving their home country. Competitors from the Nordic countries are not required to provide this card. Besides the EU/EEA-countries Sweden has an agreement with Algeria and Australia, this guarantees the competitors emergency medical care at the same patient charge as Swedish citizens, whilst in Sweden. Competitors from other countries than mentioned above have to pay the total cost of treatment plus the patient charge.
