Annex 6.1 - Train path charge, passage charge and emissions charge 1 Train path charge A special charge is levied a train path charge in accordance with section 6.3.1.1, for a train paths for passenger services, freight traffic and for service trains. The charge is based on the allocated capacity and has three levels: high, intermediate and basic. 2 Passage charge 2.1 Example Stockholm In Stockholm a charge is levied for: - Stockholms central Karlberg, all tracks (area A in map ----) - Stockholms central Stockholms södra, all tracks (area B in map, red line). A train from Uppsala runs towards Norrköping via Stockholms central. The train runs via Karlberg on a non-holiday weekday at 7.15 and is charged one passage charge (Karlberg Stockholms central). The train arrives at Stockholms central and continues on its journey at 7.30 to Norrköping via Stockholms Södra and a further passage charge is levied (Stockholms central Stockholms Södra). This involves a total of 2 passage charges for the train path. 2. A train from Falun runs towards Stockholms central. The train passes Karlberg on a non-holiday weekday at 16.40 and is charged one passage charge (Karlberg Stockholms central). 1 passage charge for the train path. 3. The train set in example 2 has turned at Stockholms central and will run a new train path to Falun at 17.05 on the same day. At the departure time of 17.05 one passage charge is levied (Stockholms central Karlberg). 1 passage charge for the train path. 5
4. A train from Falun runs towards Stockholms central. The train passes Karlberg on a non-holiday weekday at 17.40 and is charged a passage charge (Karlberg Stockholms central). 1 passage charge for the train path. 5. The train set in example 4 has turned at Stockholms central and will run a new train path to Falun at 18.05 on the same day. When departing at 18.05, no passage charge will be levied because the train will not run within the area for the passage charge within the time the passage charge is levied. No passage charge for the train path. 6. A train from Gävle runs to Linköping via Stockholms central. The train runs via Karlberg on a non-holiday weekday at 17.55 and is charged a passage charge (Karlberg Stockholms central). The train arrives at Stockholms central at 18.00 and then continues at 18.05 to Linköping via Stockholm södra. No further passage charge will be levied because the train will not run within the area for the passage charge within the time the passage charge is levied. 1 passage charge for the train path. 7. A train from Uppsala runs towards Stockholms central. The train passes Karlberg on a non-holiday weekday at 16.08 and is charged a passage charge (Karlberg Stockholms central ). Passengers alight at Stockholms central. 1 passage charge for the train path. 8. The train set in example 7 has turned round at Stockholms central and will run a new train path with a different traffic assignment (service train) to Hagalund (depot) at 16.25 the same day and will be charged one passage charge (Stockholms central Karlberg). 1 passage charge for the train path. 9. A train from Göteborg runs towards Stockholms central. The train passes Stockholms Södra on a non-holiday weekday at 16.08 and one passage charge is levied (Stockholms Södra Stockholms central ). Passengers alight at Stockholms central. 1 passage charge for the train path. 10. The train set in example 9 will run a new train path from Stockholms central with another assignment (service train) to Hagalund (depot) at 16.25 the same day and will be charged one passage charge (Stockholms central Karlberg). 1 passage charge for the train path. 6
2.2 Example Göteborg In Göteborg, the charge levied is for all tracks within an area bounded by Limit for passage charge at Floda, Almedal, Göteborg, Kville, Göteborg Marieholm and Sävenäs marshalling yard (area C). 2.3 Example Malmö In Malmö the charge is levied for - all tracks in an area bounded by the Limit for passage charge at Lund, Lockarp, Svågertorp, Lernacken and Malmö central (area D) - Malmö central Svågertorp (City tunnel), all the tracks (area E). If both the areas (D) and (E) are used a maximum of two passage charges will be levied per allocated train path. The train runs to Malmö central where it continues to the City tunnel at 8.00. During the passage from Malmö central to the City tunnel, a further passage charge is levied (Malmö central Lernacken). This involves a total of 2 passage charges for the train path. 2. A train from Göteborg is on the way to Lernacken. The train pulls in to Lund at 7.30 on a non-holiday weekday. One passage charge is levied for passage at Lund (Lund Lernacken). The train runs to Arlöv Östervärn where it continues to Lernacken. 1 passage charge for the train path. 8
3. A train starts from Malmö central and runs to Trelleborg. The train departs at 16.05 on a non-holiday weekday. One passage charge is levied for the route Malmö central Lockarp via Östervärn. 1 passage charge for the train path. 3 Emissions charge The emissions charge reflects the socio-economic costs in terms of environmental and health effects to which an additional train movement gives rise. The emissions charge reflects the costs of the emissions of carbon dioxide, nitrogen oxide, sulphur dioxide, hydrocarbons, carbon monoxide and particles. The size of the emissions charge is partly dependent on the engine s environmental class, and on the amount of spent fuel. Please consult Chapter 6 in the Network Statement. For internal combustion engine driven vehicles, the emissions charge is listed below. For environmentally classed vehicles, the vehicle number and the quantity of fuel consumed per vehicle must be stipulated on the declaration. Below are calculations on how charges may be calculated. 3.1 Example 1: Locomotive, basic For a locomotive with a non-emissions classed diesel engine (compression ignited), the basic charge is applied in SEK/litre diesel. The vehicle has consumed 400 litres of diesel. The total charge is 400 litres SEK, 1.1 /litre = SEK 440. 9
3.2 Example 2: Gas-powered locomotives, environmental class stage IIIB For a gas-driven locomotives with a spark-ignition engine which complies with the emissions limit values for environmental class III B, the charge is SEK 0.68/m 3 of gas. The vehicle has used 320 cubic metres of gas. The total charge is 320 m 3 SEK 0.68/m 3 = SEK 218. 3.3 Example 3: Dual-fuel powered locomotive, environmental class stage III A For a locomotive with a compression ignited dual-fuel engine, both the charge for liquid and gaseous fuels apply. The vehicle has used 160 litres of diesel and 205 cubic metres of gas. The total charge is: 160 litres diesel SEK 0.77 /litre + 205 m 3 SEK 0.90 / m 3 = SEK 308. 10
