1. Introduction Welcome Introduction to Rally Guide 2 This document, Rally Guide 2 (RG 2), is based on Rally Guide 1(RG 1) (published in April) and produced for teams, competitor and media representatives. It contains comprehensive and detailed information, useful during the event. Six of the stages are driven twice and two stages are driven once. The Rally HQ, Start/Finish and price giving The HQ is located at the Hotel Terraza, Stora Torget (the main square), right in the middle of Ljungby. The start and finish will take place just outside the Hotel Terraza. The price giving will take place at the finishing ramp. Service Park, Rest halt and Parc Fermé The Service Park is located at Svetruck factory premises in Ljungby. The overnight rest halt and Parc Fermé is located close to the Service Park. 4. Entry details 4.1 The rally counts for the following titles and cups - Swedish Rally Championship Group A and N (SM, only Swedish drivers) - Swedish Junior Championship (SM, only Swedish drivers) - NEZ rally cup - Volvo Original Sverigeserien - Classic Car Cup - Local Championship of Småland (DM, only Swedish drivers) - Mitsubishi Ralliart Evolution Challenge - Ford Flexi Fuel Cup 4.2 Entry packages The entry packages are listed in the Supplementary Regulations together with the entry fee. 4.3 Entry list See Appendix 6, page 66. 5. Service Park 5.1 Location The Service Park is located at the Svetruck factory premises, Långgatan 29, Ljungby. Each team taking part in NEZ will be allocated 60m² (6x10 m). Each team taking part in Volvo and Classic will be allocated 42m² (6x7m). The surface is tarmac. A drawing of the Service Park is published in Appendix 3.1, page 54-56 5.2 Regulations and restrictions Service is only allowed at the Service park, which means that service, is not allowed along the route. The Organiser supervise that the service regulations are obeyed by using service observers along the route. 5.3 Service and auxiliary vehicles Service vehicles Service vehicles (identified with Service plates issued by the organiser) are only allowed to enter and exit the Service Park during the time described in Art. 5.4. 6
Auxiliary vehicles For access to the Service Park the auxiliary vehicles must carry an Auxiliary plate. The space for each team is limited, which means the organiser may refuse entry for Auxiliary vehicles to the Service Park. Each team has to arrange this on their own account. 5.7 Media A result desk will placed at the Service Park. 5.8 Medical care There will be limited medical care at the Service Park. The teams may also use the Ljungby Lasarett (Hospital), Ljungby. Team and competitors who ignore to clean up, using canvas protection and do not remove waste from their designated area before leaving the Service Park, will be charged SEK 1 000:- 7
6. Reconnaissance N.B. Only valid for competitors entered in SM and NEZ 6.1 Registration The registration for reconnaissance will take place at the Rally Office at Rally HQ, Hotel Terraza, Stora Torget 1, Ljungby at the following times: Wednesday 21 st May 19.00 21.30 Thursday 22 nd May 07.00 08.00 At the registration for reconnaissance, the administrative check will also be done, this means that both the driver and the co-driver have to be present. 6.2 Speed checking device Speed checking devices will be used by the police and officials. 6.3 Reconnaissance schedule Reconnaissance must be carried out according to the schedule (enclosed in Appendix 1, page 47) 6.4 Regulations and restrictions Crews are authorised to drive twice through each special stage but only in the same direction as the rally, at a reduced speed and fully respecting the Traffic Laws. A special ID card will be issued and all passages through the special stages will be registered on this card by the marshals and signed by the competitors. This ID card has to be returned by the crew to the organiser latest at the entrance of the ceremonial round up area. Only standard cars (complying with the Group N Regulations) are allowed for reconnaissance. All Swedish Traffic Laws are too be fully respected, and safety and rights of other road users must also be respected. Maximum speed allowed during the reconnaissance is 50 km/h on special stages, unless lower speed limit is indicated by traffic signs, by written instructions in the road book or in a bulletin. The organiser and the police will check the speed on the special stages and the road sections by using speed check equipment. Note that the use of radar and laser detectors is forbidden in Sweden. This is reconnaissance and not practices! The reconnaissance takes place according to the time schedule which is enclosed in Appendix 1, page 47. 8
These regulations apply to all drivers who do the reconnaissance. N.B. the text above is not valid for entrants in Volvo and Classic, but the text below is valid for all entrants. Between 00.01 on Monday 7 th April and 24.00 on Saturday 24 th May, it is strictly forbidden to drive, regardless way of driving, stay and/or walk over the special stages of the South Swedish Rally, except when the stages are open for reconnaissance or open as special stages. Any offence against these Regulations will lead to non-admission to the start and the entry fee will not be refunded. Exceeding the speed limits according to the reconnaissance regulations will be penalised the first time with a fine of SEK 1 000 and the second time will lead to nonadmission to the start, and the entry fee will not be refunded. The organisers will carefully supervise this. 7. Shakedown N. B. Only valid for entrants in SM and NEZ 7.1 Date and time Date: Thursday 22 nd May Time: Between 18.00 and 21.30 Please note that the scrutineering have to be completed. 7.2 Shakedown venues The same Service Park as during the rally will be used during the shakedown. The length of the shakedown stage is app. 1,5 Km The stage start is located app. 3 km east from Ljungby along road 124. The exact location will found on the overview map, published in Appendix 2, page 48 and on the stage map page 51. The shakedown stage will be arranged as an ordinary stage, i.e. with starting light, time keeping and communication systems. A special time card will be given to all crews at the starting line. Import of vehicles and spare parts Competitor from the European Union does not make any special custom clearance for temporary import of cars and equipment with the purpose to participate in the South Swedish Rally. Entrants from outside the European Union have to report to the customs at arrival in Sweden. Scrutineering including marking and sealing 16.1 General Road book from HQ to scrutineering and Service Park will be given at the reporting as well as a drawing over the scrutineering area. The administrative check has to be completed and the competition numbers, rally plates and organisers advertising have to be affixed on the car before scrutineering. See appendix 4 page 65. Observe that advertising concerning tobacco, tobacco products and smokers requisites are forbidden according to Swedish law. Advertising concerning alcoholic beverages is also forbidden according Swedish law. These laws apply to competing cars, service cars equipment and clothes. 15
16.2 Turbo and restrictor All vehicles with turbo shall comply with the FIA regulations concerning restrictors. The competitor must prepare for sealing of the various parts and the reserve turbo shall be brought to the scrutineering for sealing. Holes must be drilled in the bearing house on the turbo of a minimum of 3 mm, and the entrant must mount the wire. The sealing will be carried out by technicians at the scrutineering. 16.3 Transmission All vehicles shall have their transmission sealed, including spare ones. 16.4 Tyres Marking/control Marking and control of tyres will be carried out continuously during the Rally at the Service Park. The zones for tyre control and tyre marking will be sign posted. 16.5 Drivers equipment It is compulsory for drivers and co-drivers to wear helmets and overall. The following has to be presented at scrutineering: Helmets and overall. 16.6 National technical regulations Competing cars must be equipped with one first aid kit and two reflective triangles. The maximum noise level permitted is 103 decibel. Cars not complying with this rule will not be allowed to start. Start procedure 17.1 Ceremonial round up Round up area The round up area before the start of the rally is located at Storgatan. A drawing will be given at the reporting. SM and NEZ teams Friday 23 rd : All cars and crews are asked to be at the round up area between 12.30 and 13.30. All cars and crews must report to the marshals at the round up area at the latest 13.30. Volvo teams Friday 23 rd : All cars and crews are asked to be at the round up area between 18.30 and 19.00. All cars and crews must report to the marshals at the round up area at the latest 19.00. Classic cars Saturday 24 th : All cars and crews are asked to be at the round up area between 08.00 and 08.30. All cars and crews must report to the marshals at the round up area at the latest 08.30. The marshals will give all crews further instructions. 17
17.2 Starting order Starting order SM and NEZ Starting from TC 0 which is placed on the starting ramp at Stora Torget. Starting order Volvo and Classic Starting from the Service Park according to the road book, after the ceremonial start at the starting ramp at Stora Torget. 18. Finish ceremony, price giving procedure and party The finish and price giving procedure will take place at the finishing ramp at Stora Torget in Ljungby. The three first placed cars in the 33 rd South Swedish Rally will receive the overall cups and champagne. All other cars will drive over the finishing ramp and receive their eventually prices on the ramp. Party on SS 15 start, Saturday 24 th May at 20.00, at Harrys close to Stora Torget. 19. PR - activities There are planed no PR activities 20. 21. Medical and safety service 21.1 Medical care Competitors from the EU/EEA countries will receive emergency medical care paying the same patient charge as Swedish citizens, whilst in Sweden. Competitors from these countries must provide the European Health Insurance Card when a medical care is required and should obtain this card before leaving their home country. Competitors from the Nordic countries are not required to provide this card. Besides the EU/EEA-countries Sweden has an agreement with Algeria and Australia, this guarantees the competitors emergency medical care at the same patient charge as Swedish citizens, whilst in Sweden. Competitors from other countries than mentioned above have to pay the total cost of treatment plus the patient charge. The yellow flag will be displayed to crews only on the instruction of the Clerk of the Course. The flag will only be displayed by a marshal wearing a distinctive yellow tabard on which is marked the radio point symbol. The time of deployment of the flag will be recorded and notified to the Clerk of the Course. On passing a displayed yellow flag, the driver must immediately reduce speed, maintain this reduced speed until the end of the special stage, and follow the instructions of any marshal or safety car drivers he/she encounters. Flags will be displayed at all radio points preceding the incident. A crew which has been shown the yellow flag may be allocated a new time. 20
21.3 Red SOS and green OK-sign A folded A4-sheet with a red SOS-sign printed on one side and a green OK-sign at the other side is attached in all road-books. Competitors stopping on a special stage and require medical help must, if possible, clearly display the red SOS-sign to the following cars and to helicopters. Competitors who see the red SOS-sign displayed by another competitor on the special stage are obliged to report this to the next radio point or finish control. Competitors stopping on a special stage and do not require medical help, must clearly display the green OK-sign to the following cars and to helicopters. Each competing car must carry two red reflective triangles, which, in event of the car stopping in a special stage, must be placed by a member of the crew in a conspicuous position, one close to the car and one at least 50 m behind the car. 21.4 Medical service and other services If you need ambulance, fire brigade or police, dial 112. Serviceplats 27
5.1 Plats Serviceplatsen är belägen på Svetruck industriområde, Långgatan 29, Ljungby. Varje team som deltar i SM och NEZ kommer att tilldelas en yta på 60m² (6x10m). Varje team som deltar i Volvo, Klassikerna och DM kommer att tilldelas en yta på 42m² (6x7m). Underlaget är asfalt. En ritning över serviceplatsen finns i bilaga 3.1, sidan 54 56. 5.2 Regler och begränsningar Service är endast tillåten på serviceplatsen, vilket innebär att service inte är tillåten längs banan. Det är därför upp till varje tävlande att svara för sin egen bevakning. 5.7 Media 28
Resultatservice kommer att finnas på serviceplatsen. 5.8 Sjukvård Begränsad tillgång till sjukvård kommer att finnas på serviceplatsen. De tävlande hänvisas till Ljungby lasarett, Ljungby Telefon: 0372 58 50 00 eller 0372 58 51 00 5.9 Regler och begränsningar Av miljömässiga skäl ber vi team och tävlande att använda de återvinningskärl som finns på serviceplatsen. Team och tävlande som inte städar efter sig, som inte använder presenning som skydd under bilen och som inte tar bort skräp från sin tilldelade serviceplats innan de lämnar serviceplatsen, kommer att få betala 1 000 kronor till arrangören. 6. Rekognosering OBS att gäller endast SM och NEZ tävlande 6.1 Registrering Registrering för rekognoseringen äger rum på Rallykontoret, Rally HQ, Hotell Terraza, Stora Torget 1, Ljungby på följande tider: Onsdag 21 maj 19.00 21.30 Torsdag 22 maj 07.00 08.00 Vid dessa tillfällen görs även den administrativa kontrollen, därför måste både förare och co-driver vara på plats. 6.2 Hastighetskameror Hastighetskameror kommer att användas av både polisen och arrangören. 6.3 Rekognoseringsschema Rekognoseringen måste ske enligt det schema som finns i bilaga 1, sidan 47. 6.4 Regler Specialsträckorna får rekognoseras 2 gånger och endast i samma körriktning som under tävlingen med reducerad hastighet och i enlighet med gällande trafikförordningar. 29
Ett speciellt ID-kort kommer att utfärdas och alla passager på specialsträckorna kommer att registreras på detta kort av en funktionär och signeras av den tävlande. Detta ID-kort skall lämnas tillbaka till arrangören av den tävlande senast vid infarten till den ceremoniella samlingen. Endast standardbilar (enligt grupp N reglementet) får användas. De svenska gällande trafikreglerna måste respekteras, liksom medtrafikanternas säkerhet och rättigheter. Högsta tillåtna hastighet på specialsträckorna under träningen är 50 km/h, så vida inte annan lägre hastighet är angiven på skyltar, i Road book eller i bulletiner. Arrangören kommer tillsammans med polisen att kontrollera hastigheten på specialsträckorna och på transporterna. Observera att användning av radar- och laservarnare är förbjuden enligt svensk lag. Detta är rekognosering och inte träning! Rekognoseringen sker enligt det tidschema som finns i bilaga 1, sidan 47. Reglerna gäller alla förare som rekognoserar. OBS att ovanstående text inte gäller Volvo, Klassiker och DM tävlande, dock gäller nedanstående text alla tävlande. Mellan måndagen den 7 april kl. 00.00 och lördagen den 26 maj kl. 24.00 är det absolut förbjudet att köra oavsett färdmedel, vistas och/eller gå på de specialsträckor som ingår i South Swedish Rally, med undantag av den tid då specialsträckorna är öppna för rekognosering och tävling. Varje försök till överträdelse kommer att innebära förvägrad start, tävlingsavgiften betalas inte tillbaka. Överskriden hastighetsbegränsning enligt reglerna för rekognoseringen medför vid första tillfället böter på 1 000: - och andra tillfället förvägrad start, tävlingsavgiften betalas inte tillbaka. Tävlingsledningen kommer noggrant att bevaka så att inga överträdelser sker. 7. Shakedown OBS gäller bara tävlande i SM och NEZ 7.1 Datum och tidpunkt Datum: Torsdag 22 maj Tidpunkt: Mellan klockan 18.00 och 21.30 OBS! först efter genomförd och godkänd besiktning 7.2 Plats Samma serviceplats som för rallyt kommer att användas under shakedown. Shakedown sträckan är cirka 1,5 km lång. 30
Sträckan är belägen cirka 3 km öster om Ljungby längs riksväg 124. Den exakta placeringen av sträckan finns på översiktskartan bilaga 2, sidan 48 och samt på sträckkartan på sidan 51 Shakedown sträckan arrangeras som en vanlig sträckas, vilket innebär att starten sker med startljus, vanlig tidtagning osv.. Ett speciellt tidkort för shakedown sträckan kommer att användas. Räddningsfordon kommer att finnas vid starten på sträckan. 8. 15.2 Ljungby 15.2.1 Fakta om Ljungby kommun Historia Ljungby blev köping 1828 och stad 1936. Men historien om Ljungby börjar egentligen redan när vikingarna följde ån Lagan och slog sig ned här. Trakten är rik på lämningar från stenåldern, bronsåldern och järnåldern. Gravfält, runstenar och fynd av stenyxor vittnar om att människor rörde sig och bodde här redan för 5 000 år sedan. Ljungby har ett strategiskt läge som spelat stor roll för ortens utveckling. Här möttes förr Lagastigen och vägen från Bolmens strands bygder. På 1300-talet, när resandet behövde underlättas, påbjöd ett kungligt brev att gästgivargårdar skulle upprättas med jämna mellanrum utmed de viktiga vägarna. Den lilla byn på de vidsträcka hedarna fick en gästgivargård och sedan dess har Gamla torg varit en given handelsoch mötesplats både för resenärer och för Ljungbybor. När Ljungby blev köping 1828 var det i hård konkurrens med Berga. Då omgavs Ljungby av hundratals tunnland med gul sand utan växtlighet och köpingen fick Kronans hjälp att plantera skog för att binda sanden. Utvecklingen gick vidare. 1878 öppnade järnvägen mellan Vislanda och Bolmen och 1936 fick Ljungby sina efterlängtade stadsrättigheter. 1953 ödelade en brand stora delar av centrala Ljungby, något som påverkat centrums utseende, även om torget fortfarande ligger där det låg redan på köpingens tid. Men idag parkerar vi bilar där kreaturen bytte ägare för 150 år sedan. 34
I Ljungby är det lätt att trivas För den som vill ha nära till allt är det lätt att trivas i Ljungby. Sjöarna, skogarna och de öppna landskapen ligger aldrig längre än ett stenkast från butiker, arbetsplatser och kommunal service. Men visst, Ljungby är stort till ytan - 2 000 kvadratkilometer - så ibland kan man behöva få till ett ganska bra kast. I Ljungby talar vi gärna om entreprenörsanda. Vi är stolta över kommuninvånarnas förmåga att se möjligheter och deras mod att pröva nya vägar. Det gäller inte bara företagande och utbildning, utan också fritiden. Tack vare goda idéer blev soptippen en skidbacke, sandhögen en beachvolleybana i elitklass, godsmagasinet en konsertlokal och det gamla apoteket ett sagomuseum. Ljungby fortsätter att ständigt ta nya steg på olika områden. Vi tror att när man litar på varandra och samarbetar blir resultatet bra.
