Adaptation: What are the issues at stake? Fight for 2 C, prepare for worse Adaptation action is required now Yet a number of barriers still prevent effective adaptation Some of these barriers are best addressed at EU level 5

Rationale for adaptation action on EU level Many climate change impacts and adaptation measures have cross-border dimensions impacts and adaptation affect single market and common policies Better balancing of adaptation with EU mitigation policies Facilitating cooperation and communication among Member States and other stakeholders on good practices EU programmes could complement Member State resources for adaptation Benefitting from economies of scale for research, addressing knowledge gaps and promote dissemination i Ensuring consistent efforts to integrate adaptation in key EU policies and funds 7
The EU Adaptation ti Strategyt The general aim of the EU Adaptation Strategy is to make Europe more climate resilient, and to do so at lowest possible cost. This means enhancing the preparedness and capacity to respond to the impacts of climate change of the EU, its Member States and regions, focusing in particular on transboundary issues and sectors that are closely integrated at EU level through h common policies. i
Objectives and policy actions of the EU Adaptation Strategy Knowledge: promote better understanding of adaptation, close knowledge gaps and enhance dissemination of adaptation related information Builds on -ADAPT Facilitation and cooperation: support and facilitate exchange between Member States, regions, cities and other stakeholders. Address cross-border climate impacts and adaptation measures. Mainstreaming: develop initiatives for a more consistent and comprehensive integration of climate change adaptation into policies at EU level. Public and private action: Make use of available instruments at EU level as well as market-based instruments in the public and private sectors to strengthen adaptive capacity and climate impact preparedness.
EU Adaptation ti Strategy t package 1. A Communication on the EU Strategy for Adaptation to Change 2. Commission staff working documents 3. A request for Member States to adopt an adaptation strategy 4. A set of guidelines 5. An impact assessment Strategy to be presented by Commission in 2013
Guidelines and standards d Guidelines are under preparation on: developing adaptation strategies climate proofing investments and measures under Common Agricultural Policy and Cohesion Policy climate proofing investments for project developers and managers Standards: on-going dialogue with standardisation authorities to review relevant standards d in energy, transport t and construction/buildings
Adaptation to climate change: the mainstreaming approach Earmarking of 20% of the 2014-2020 budget (Multiannual Financial Framework) for climate-related expenditure Mainstreaming of climate action in the future Cohesion Policy, Common Agriculture Policy, Research & Innovation (Horizon o 2020), 0), Common o Fisheries Policy LIFE+ to have a dedicated programme for climate action (1/3 of budget) and a funding line for adaptation
-ADAPT (European Adaptation Platform) Launch of CLIMATE-ADAPT on March 23rd 2012 (http://climate-adapt.eea.europa.eu) CLIMATE-ADAPT is a public online platform, providing access to Adaptation Information EU sector policies information Information on countries, cities and other areas. Extensive database on adaptation: publications, research projects, guidance documents, tools, indicators, maps, organizations, case studies Tools that support adaptation planning Success so far (1000 single visitors a day) -ADAPT key instrument for disseminating knowledge and best practices in the context of the Adaptation Strategy.
