1 Introduction Nordic FM is a network composed of private enterprises, branch associations, education and research institutions and other public organizations in the Nordic countries. The overall purpose of the Network is to promote a professional Nordic approach to Real Estate and Facility Management. The main aims are that the Network activities shall contribute to increased value in business primary processes, as well as to quality and effectiveness in management and operations of properties and service to the users. The activities in Nordic FM are based on a view that the Nordic countries hold a leading international position within Real Estate maintenance and service management in the development of FM in Europe and the rest of the world. In 2002 the Nordic Industrial Fund (Nordic Innovation Centre, NIC) supported financially a preliminary study which main objective was to develop a project plan for a Nordic FM network. NIC has further supported the network activities financially during the full term of the project, 2003-2006. Nordic FM has had a number of different work groups in action during the project period. This report is the final product of the Education Group. 1.1 Purpose Facility Management is a young profession. The concept of FM was conceived in USA at the end of the 1970 ies. It was further developed in United Kingdom and the Netherlands throughout the 1980 ies and reached the Nordic countries at the beginning of the 1990 ies. Definitions and the professional contents have been subject to numerous changes through this entire development period. In the final proposition from the European FM standardization project CEN/TC 348 Facility Management, FM is defined like this: The integration of processes within an organization to maintain and develop the agreed services which support and improve the effectiveness of its primary activities. The professional scope can be split in the following classifications: 1. Investment management 2. Economic/administrative management 3. Space management 4. Operations management 5. Service management. This classification is contradictory to previous professional classifications in universities and other educational environments. In most universities and university colleges which nowadays offer FM education single topics are collected from traditional subjects and supplemented by internally developed topics this may be presented as a fully comprehensive FM education. Since there so far have been no formal collaboration or coordination between universities and University College each institution appears with its own unique FM education and own proprietary professional profile and education focus. Our main aim with this report is to present an unbiased, complete and contemporary inventory of FM relevant education in the Nordic countries as an informative tool for potential FM students. Upon the termination of this Nordic FM project we intend to initiate an Education Group with the main objective to develop good common Nordic educational aims for Bachelor and Master Education in Facility Management. Additional intentions are to update and further develop this study inventory, to facilitate access to relevant information for students and potential students and thus contribute to increase attractively of the education. The activities in the Education Group is also expected to facilitate student exchange between the Nordic countries substantially, and it should also contribute to easier cooperation between the educational institutions and the FM business in obtaining more dynamic updating of learning objectives and study curriculum. 1.2 Method NTNU has contacted all known relevant universities and educational institutions in the Nordic countries, asking which FM relevant education is being offered. Subsequently NTNU has systematized the answers in the following two dimensions: 1. Academic degree 2. Education focus Some of the universities and University College which have answered to our request have not shown any part of the education having relevance to FM education, and we have decided to leave these universities and educational institutions out of the report: Bachelor in Building Technology (Demarks Tekniske Universitet (DK)) Civil Engineer Roads and Water or Trade (Islands Universitet (IS)) Building Engineer (Reykjavik Universitet (IS)) Master in Economy and Administration (Høgskolen i Agder(N)) Building Design (Høgskolen i Agder (N)) Study Program Real Estate Brokerage (Handelshøyskolen, BI (N)) Bachelor in Building Engineering (Høgskolen i Østfold (N)) City Development (Universitetet i Stavanger (N)) Drift og vedlikehold av komplekse bygg (Høgskolen i Sør Trøndelag (N)) Operations and Maintenance (Luleå Tekniske Universitet (S)) Land Surveyor Engineer (Høgskolan i Trollhättan-Uddevalla (S)) All educations comprised by this report cover at least two of the classifications under paragraph 1.2 ahead, whereas the education which is proposed to be left out only cover one or nil (does not apply for single topics). Those responsible for the educations above were contacted through a hearing. During the hearing period neither of the responsible objected to be lat out of the report, but some of the respondent gave a feedback that they were working to get a more FM related education, and hoped to be candidates for the next version of the report. At the Nordic FM meeting in November 5 th 2005 it was decided by the Education Group according to which educational focus areas the existing education alternatives should be classified. At this meeting only the names of the focus areas were decided, and NTNU is so far responsible for the definitions of the contents of the focus areas: 1. Property/Real Estate Management 2. Property/Real Estate Economics 3. Service Management 4. Planning and design 5. Construction Economics 6. Building and Installation Technology 7. Others Property Management Management of buildings, lease objects and tenants. The term also covers workspace management and management of other tasks which normally is the responsibility of the building owner, such as maintenance planning, insurance, fire protection, taxes and public charges. Real Estate Economics Covers economic evaluations/activities such as follow up of yield, profit requirements, rates of return, valuations/estimates and cash flow analysis. Development and follow up of financial ratios and key figures, and calculation of project cost and life cycle cost. Service Management Management of support functions associated with the use of facilities. The theme also includes service management in hospitals and hotels. Planning and Design Change/develop and redesign real estate by help of analysis, planning and architectural project development. Construction Management Covers surveys of internal and external economical aspects of construction projects (new construction, alteration or rehabilitation) and follow up actions through the stages of a building construction project all the way to handover to owner/client/users. Building and Installation Technology Covers procurement, administration, operations and maintenance of all technical installations and systems which are necessary for the optimal functionality of the building. 1.3 European Credit Transfer System, ECTS Different point scales are applied in different Nordic countries when defining and describing an educational scope. The European Credit Transfer System, ECTS point, is an international measuring system which is being used when comparing university education across borders and between educational institutions. In this system 1 Swedish study point is equivalent to 1, 5 ECTS, 1 Norwegian study point is equivalent to 1 ECTS and one Norwegian Weighting corresponds to 3 ECTS points. In the Danish application of ECTS, 1 ECTS corresponds to 20 study hours, both lectures and self tuition included. 1.4 Educational structure and admittance requirements Study Program Master Master with Branch of Study Master of Bachelor and further education Post Education Master 300 ECTS (5 years) Bachelor 180 ECTS (3 years) General study competencies. Grammar School/Sixth Forms Schools. The above graphics illustrate the different education structures. The term Civil Engineer (civilingenjör)/ High school Engineer (högskoleingenjör) is still being used in some environments and is equivalent to Master Degree. A Curriculum to Master implies one continuous subject study ranging over a period of 4, 5-5 years and gives a Master Degree which corresponds to 270-300 ECTS points. Topics related to the educational core subject is being studied already from year one. Special course subjects are selected for the later part of the study as well as a study branch. For entrance to the Master Study is required completed basic elementary school and proper further education as Sixth Forms/Grammar School. A Master with Special Branch implies a focused selection of a special course subject for the final part of the study period (usually for the last two years) after an introductory year at any of the university s curriculum. Same admission requirements as for the Master Program see above. A Master can even be achieved by combining a Bachelor Degree with Further Education. In this alternative it is a normal procedure to study up to a Bachelor Degree corresponding to 180 ECTS points and then obtain additional formal competency or some years relevant work experience. After that one may extend one s studies with a two-year further subject education and obtain the title Master Degree. The admission requirements for such a Further Education are normally a Bachelor Degree, but it even occurs that work experience and other formal competency is required in addition. A Post Education may be characterized by various subject studies and programs which give no title such as Bachelor or Master Degree. The education may be on different levels and have unlike duration as well as various requirements for admission and previous knowledge. 2.4 Norges Teknisk Naturvitenskaplige Universitet, NTNU NTNU har siden begynnelsen av 1990 tallet gitt et innføringskurs i FM. Kurset undervises fortsatt og hadde sist høst mer enn 50 studenter. Dette er ne av grunnene til at NTNU har velgt å utvide studietilbudet sitt innen FM. I perioden 2002 2006 har NTNU sammen med Norges forskningsråd og eksterne samarbeidspertnere kjørt prosjektet Metamorfose. Prosjektet har hatt som hovedmål å utvikle et forskningsbasert utdanningstilbud og kompetansemiljø, som er i stand til å ivareta og løse problemer og utfordringer av strategisk verdi for huseiere, byggherrer, eiendomsforvaltere og -utviklere, utbyggere og brukere. Metamorfose 2005 er et bilde på at vi ønsker fokus på de endringene som skjer med bygning, eiendom, by- og infrastruktur i et livsløpsperspektiv, og at vi ønsker å utvikle og endre kompetanse og utdanning innen eiendomsutvikling og -forvaltning. Fokus er på: Utvikling og forvaltning av bygg og eiendommer i et livsløpsperspektiv Utvikling av nye serviceområder mot leietakere og brukere (FM) Profesjonalisering av funksjonen som byggherre mot markedet (kunder og leverandører) og offentlige myndigheter. Metamorfose 2005 har gjennom prosjektperioden: Etablert et 5 års studium i eiendomsutvikling og -forvaltning ved NTNU. Dette er også basis for en etterutdanning innen eiendom på masternivå. Etablert og gjennomført et dr.ing.program innen eiendomsutvikling og Facilities Management. Etablert et senter for eiendomsutvikling og -forvaltning, med et tilknyttet nasjonalt og internasjonalt nettverk for eiendom og Facilities Management. Prosjektet ble gjennomført av NTNU i samarbeid med bransjeorganisasjoner, bedrifter og offentlige organisasjoner / etater, forskningsinstitutter og departement. Det er etablert et internasjonalt samarbeid med Delft University of Technology, Chalmers University of Technology, Lund Tekniska Högskola, University of Salford og Helsinki University of Technology via EuroFM Research Network, Norden Graduate School for the Construction Sector og Nordisk Nettverk for Facilities Management. Høsten 2004 startet vi en tverrfaglig studieretning i Eiendomsutvikling og forvaltning, Høsten 2005 startet vi opp vårt efraringsbaserte etterutdanningstilbud, og høsten 2006 skal vi starte et to årig master studium. Vi håper at dette kan være et godt utgangspunkt når det videre arbeidet med å samkjøre de nordiske utdanningstilbudene innen FM skal påbegynnes. 2.5 Høyskolen i Narvik 2.5.1 Integrert Byggningsteknologi Grad: Master i teknologi -bygg Studieomfattning: Upptagskrav: Vidareutbildning till Master Högskoleingenjörsutbildning ECTS poäng: 300 (180+120) Integrert Bygningsteknologi är en 2-årig påbyggnadsutbildning till master för dem som har en högskoleingenjörsutbildning inom bygg, VVS, miljö, maskin/industriteknik eller brand. Förvaltning av byggnader är ett centralt ämne i utbildningen där det läggs vikt på bevaring,rehabilitering och förvaltning av existerande byggnadsmassa. 2.6 Chalmers University of Technology, Göteborg 2.6.1 Facilities Management Grad: Studieomfattning: Upptagskrav: Number Ca 15 ECTS poäng: 270 Masterutbildning Basic and specific requirements In April 1998, Chalmers University of Technology decided to undertake a strategic, cross-disciplinary action aimed at the (then) three Schools of Architecture, Civil Engineering, and Technology Management. Facilities Management (FM) was one of the projects covered by this strategic action. During a number of years, a continued education programme in Facilities Management where most participants were professionally active was delivered. At present, a two-year Masters Programme is being developed under the provisional name Management of Design, Construction and Facilities (MDCF). It is foreseen that this programme will be offered from the Autumn Term of 2007. The objective of the MDCF programme is to offer the construction and property sector a set of courses on an internationally high level, catering to industry needs of competence within the field of management. An important purpose is to establish a common platform where all the stakeholders of the industry will meet and where all stages of the construction process can be linked together. The task of developing the new programme is performed in cooperation between the new Departments of Architecture, Civil and Environmental Engineering (Building Economics and Management), and Technology Management and Economics (Service Management). Until 2007, FM knowledge is provided through the Workspace course (and the elective Parties to the construction and property sector course) within the MSc (Arch) programme and within the existing MSc (CE) programme, in particular through its Management specialization ( MB-programmet, also possible to follow for students in Architecture) and through the two final-year electives Service management for construction and facilities and Contract law and procurement.
