Secure Societies WP 2016-2017 Three Calls, two dead-lines, one exception
The Three Calls Critical infrastructure protection CIP Security (three sub-calls) SEC Disaster Resilience DRS Fight Against Crime and Terrorism FCT Border Security and External Security BES General Matters GM Digital Security DS
In principle six areas with different focus Critical infrastructure protection CIP Disaster Resilience DRS Fight Against Crime and Terrorism FCT Border Security and External Security BES Digital Security DS General Matters GM Plus Other Actions -
The two dead-lines 17:00 on the 25:th of August 2016 17:00 on the 24:th of August 2017
The exception Beware, the digital security (DS) area has multiple dead-lines (16 Feb 2016, 25 Apr 2016, 25 Aug 2016, 25 Apr 2017)
Key features: Specific Challenge context and why Scope Topic Description Generally broad and encompass a range of possible approaches specifies the focus but without describing specific approaches Expected Impact key elements of what is expected to be achieved Types of action (Research and Innovation; Innovation actions; etc.) Bild 15
Topic description Technology Readiness Levels (TRL) Call text often specify what readiness level to aim for in the project TRL 1 basic principles observed TRL 2 technology concept formulated TRL 3 experimental proof of concept TRL 4 technology validated in lab TRL 5 technology validated in relevant environment TRL 6 technology demonstrated in relevant environment TRL 7 system prototype demonstration in operational environment TRL 8 system complete and qualified TRL 9 actual system proven in operational environment
Horizon 2020 - Type of actions Research and Innovation Actions (RIA): 100% of eligible direct costs 25% for indirect costs Innovation Actions (IA): Profit-organisations 70% of costs Non profit: same as RIA Building a Team Min 3 partners from 3 different EU countries or AC Coordination and support actions: 100% of eligible costs, 25% for indirect costs Pre-Commercial Procurement, Prizes, SME instrument, ERC Grants, Marie Curie Fellowships, ERAnet Cofund etc.
PCP Pre-Commercial Procurement When Challenge requires R&D to get new solutions developed. Problem clear, but pros / cons of several potential competing solutions not compared / validated yet. No commitment to deploy (PPI) yet. What How Public sector buys R&D to steer development of solutions to its needs, gather knowledge about pros / cons of alternative solutions, to avoid supplier lock-in later (create competitive supply base) Public sector buys R&D from several suppliers in parallel (comparing alternative solution approaches), in form of competition evaluating progress after critical milestones (design, prototyping, test phase), risks & benefits of R&D (e.g. IPRs) shared with suppliers to maximise incentives for wide commercialisation
PCP-example National Health Service, UK (NHS) Improve hand hygiene among surgeons Procurement requirements: Kills more germs Less harm to the surgeons skin Solution: Machine that scans plasma (ionized gas with microbiological characteristics) over the hands The system is fast, gentle on the skin and more effective at killing germs
Innovation Procurement = PCP + PPI / Complementarity PCP to steer the development of solutions towards concrete public sector needs, whilst comparing/validating alternative solution approaches from various vendors PPI to act as launching customer / early adopter / first buyer of innovative commercial end-solutions newly arriving on the market 20

Erfarenheter från beviljade projekt
Erfarenheter från TRILLION Erik Borglund Mittuniversitetet Informationsmöte Säkra samhällen, Vinnova 5 November 2015
IDÉN TRILLION Trusted, Citizen LEA collaboration over social Networks Community policing Using the TRILLION platform, citizens will be able to report crimes, suspicious behaviour and incidents, identify hazards and assist law enforcement agents through active participation for achieving better urban security management. On the other hand, Law Enforcement Agencies (LEAs) will be able to detect incidents in a more efficient, content and context aware manner, locate on-site citizens, other LEA representatives and first responders communicate with them, request more information and assign them specific actions to address on-going incidents. Event, site and date 62
Forts; To facilitate collaboration between citizens and LEAs, TRILLION provides multiple channels for incident discovery, prediction, reporting and interaction. Users will have the choice of using existing social networks or directly report incidents via native mobile applications. Information collected will be used to detect in real-time situations that are or may become critical in the short to medium term. 63
Varför var detta ett europeiskt problem? Community policing var en del i call-texten Vi klev in i konsortiet när arbetet påbörjats, och fokus valts Ett tekniskt fokus med tydlig agenda på artefakt Event, site and date 64
