Nu publiceras det andra numret av Ålands fredsinstituts e-tidskrift Journal of Autonomy and Security Studies (JASS). Tidskriften är kollegialt granskad och finns tillgänglig online utan kostnad. Tidskriftens övergripande tema är fred och säkerhet, teman som betraktas utifrån perspektiven självstyrelse, demilitarisering och minoritetsskydd. The future in focus at the 25-year jubilee of the Institute The Åland Islands Peace Institute was founded in 1992, and is thus celebrating its 25th anniversary this year. This was celebrated with a symposium on October 24th. At the same time, the achievements of the former Chair of the Board of Directors, Ms Barbro Sundback, were highlighted. The Institute was honored with a recorded speech from the Minister for Foreign Affairs of Sweden, Ms Margot Wallström, which can be watched here. The symposium speakers were Jan Sundberg, Professor of Political Science at the University of Helsinki, Christian Pleijel, Director Sustainable Urban Systems at KTH in Stockholm, and Secretary General of the European Small Islands Federation, Hedda B. Langemyr, former Director of the Norwegian Peace Council and Barbro Sundback, the former chairperson of the Institute. You can listen to the speeches here. At its anniversary the Institute wants to look forward rather than backwards, and chose the theme "Åland - a future perspective". Framtiden diskuterades på institutets 25-årsjubileum - talen finns som ljudfiler online Ålands fredsinstitut grundades 1992 och firar därmed 25-årsjubileum i år. Det firades med ett symposium på Alandica i Mariehamn den 24 oktober, på FN-dagen, och dagen före fredsinstitutets "riktiga" födelsedag, som är den 25.10. Samtidigt uppmärksammades tidigare ordförande Barbro Sundback för sina insatser under institutets första 25 år. Vid sitt jubileum ville institutet titta framåt snarare än bakåt, och valde temat "Åland - ett framtidsperspektiv". Symposiet belyste Åland idag och i framtiden ur ett globalt, lokalt, identitetsmässigt och säkerhetspolitiskt perspektiv. Symposiet inleddes med en videohälsning från Sveriges utrikesminister Margot Wallström. Talare var Jan Sundberg, professor i statslära vid Helsingfors universitet, Christian Pleijel, programdirektör vid KTH i Stockholm, generalsekreterare för European Small Islands Federation och expert på ö-samhällen, Hedda B. Lunch seminar with Tarja Cronberg: The UN, the Nordic countries and the fight against nuclear weapons On December 4, Tarja Cronberg talked about the UN, the Nordic countries and the fight against nuclear weapons at a lunch seminar arranged by the Peace Institute. She discussed in particular how the Nordic countries relate to the UN Nuclear Prohibition Treaty. Tarja Cronberg holds a PhD in technology and economy, and has previously been a Minister of the government and a Member of Parliament of Finland as well as a Member of the European Parliament. She is also the chairperson of the Peace Union of Finland, an association which in turn is a member of the ICAN network that was awarded the Nobel Peace Prize of 2017. At the lunch seminar, Tarja Cronberg related that the UN Nuclear Prohibition Agreement was initiated in the light of renewed tensions between the nuclear weapon powers, as a complement to the Agreement on Non-Proliferation from 1968. The so-called Ban Treaty will enter into force once 50 countries have ratified, which Cronberg hopes will have happened by the end of next year. The main argument for the new agreement is the stigmatizing effect it will have on nuclear weapons given that public opinion in many countries, (both with and without nuclear weapons,) take a negative stance towards nuclear powers. On the Nordic level there is fragmentation with regards to whether a new agreement is called for. Cronberg maintained, that after working actively pro the treaty in line with humanitarian grounds, Norway was forced to back down due to Nato membership. The same holds true for both Iceland and Denmark, also Nato members. Sweden was initially very positive but is now ambivalent, among others after a remark from the Trump administration about the effect a Swedish signature would have on the good relationship between the US and Sweden. Finland abstained from the vote on the agreement in the UN General Assembly, with the official explanation that the agreement is ineffective without the nuclear weapon states. Sipri och tidigare direktör för den danska motsvarigheten. Hon har varit ledamot av Finlands riksdag, minister i Finlands regering, EU-parlamentariker och medlem av Nordiska rådet. Tarja Cronberg är också ordförande för paraplyorganisationen Finlands fredsförbund, där Ålands fredsinstitut är medlem. Finlands fredsförbund är i sin tur medlem i anti-kärnvapenkampanjen ICAN, vinnare av Nobels fredspris 2017. På seminariet berättade Cronberg om det nya FN-avtalet för ett förbud av kärnvapen, som initierades mot bakgrund av förnyade spänningar mellan kärnvapenmakterna och som ett komplement till icke-spridningsavtalet från 1968. Det s.k. Ban Treaty kommer att träda i kraft då 50 länder ratificerat, vilket Cronberg hoppas sker nästa år. Det främsta argumentet för ett kompletterande avtal är den stigmatiserande effekt det kan, mot bakgrund av att den allmänna opinionen i många länder, (både med eller utan kärnvapen), förhåller sig negativt till kärnvapen. På ett nordiskt plan har man dock splittrats i frågan huruvida ett avtal som förbjuder kärnvapen är önskvärt. Cronberg diskuterade hur Norge, som på humanitära grunder aktivt arbetat för avtalet, sedermera pga sitt Nato-medlemskap tvingats ställa sig utanför. Detsamma är fallet för Danmark och Island, också de Nato-medlemmar. Sverige som från början arbetat aktivt för ett avtal, har nu en mer ambivalent syn, bland annat efter det att Trump-administrationen påpekat att en svensk underskrift skulle påverka det goda förhållandet mellan USA och Sverige. Finland avstod från att rösta om avtalet i FN:s generalförsamling med den officiella förklaringen att avtalet blir ineffektivt då kärnvapenmakterna inte är med. People at the Institute in November In the middle of November, our interns Sin Ngor Shek and Mirna Aho ended their terms. Before leaving, Sin Ngor Shek gave a presentation on Chinese autonomies and Mirna Aho introduced the topic of interaction in mediation situations for the staff of the Institute, as well as for visiting Professor Jörn Dosch from Rostock University, who was visiting Åland at the time. He is researching how old minorities are affected by new minorities, especially on Åland, in South Tyrol and in Germany. In beginning of November, Organisation Secretary Justina Donielaite came back to work after parental leave, and in the end of the month, Karol Sliwa, with a background in Political Science and Journalism, started working as an intern at the Institute. Early November, Saila Heinikoski, who until recently worked as a researcher at the Intitute, successfully defended her Doctoral thesis European Borders of Justice Practical Reasoning on Free Movement within the European Union in Turku. gästande professor Jörn Dosch från Universitetet i Rostock, Tyskland. Han forskar om hur "gamla minoriteter" påverkas av inflyttning av nya minoriteter, främst i Sydtyrolen, på Åland och i Tyskland. I början av november kom organisationssekreterare Justina Donielaite tillbaka på jobb efter föräldraledighet, och i slutet av månaden fick institutet en ny praktikant, Karol Sliwa, som kommer från Polen och är bosatt på Åland sedan fyra år. Han har en bakgrund inom statsvetenskap och journalistik. I början av november fick också en av institutet tidigare medarbetare sin doktorstitel. The article moves across international, European Union (EU) and domestic law while examining the legal puzzle of collective security. Ett tv-team var på Åland i maj och resultatet blev tre inslag, ett om fredsinstitutet, ett om åländska skolor och ett om Åland i allmänhet. Scientific Committee meeting at EURAC in South Tyrol Head of Research of the Peace Institute, Prof. Dr. Sia Spiliopoulou Åkermark recently participated in a meeting with the Scientific Committee of the Institute for Minority Rights at EURAC Research in Bosen/Bolzano. The task of the Committee is to analyze the work of the Institute, assess its research results and products, and draft recommendations for future activities and research areas. Sia Spiliopoulou Åkermark is one of the five internationally renowned experts who serve three-year mandates in the Committee. Forskarrådsmöte hos EURAC i Sydtyrolen I slutet av november deltog fredsinstitutets forskningsledare Sia Spiliopoulou Åkermark i forskarrådsmöte ordnat av institutet för minoritetsrättigheter vid EURAC i Bolzano/Bosen, Sydtyrolen. Nordic Women Mediators shared their experiences On 21.11 the importance of women participation in mediation was discussed at the Nordic Women Mediators' panel discussion "Sharing Experiences of Peace Mediation", arranged by the Foreign Ministry and CMI in Helsinki. NWM aims to highlight the importance of women in mediation and to serve as a link between Nordic women who have experience of mediation tasks or peace processes. Susann Simolin and Heidi Öst from the Peace Institute attended the open panel discussion. globala studier är en tvärvetenskaplig forskningsmiljö där man arbetar med bl.a. frågor om fred, konflikt, mänskliga rättigheter, militarisering, mångfald och demokrati från många olika vetenskapliga vinklar. Nordiska kvinnliga medlare förmedlade erfarenheter Nordiska medlingsnätverket för kvinnor träffades i Helsingfors den 21 22 november. Nätverkets mål är att föra fram kvinnors viktiga roll i fredsmedling och att samla nordiska kvinnor som har erfarenhet av medlingsuppdrag eller fredsförhandlingar. I samband med mötet ordnade Finlands utrikesministerium och CMI en paneldebatt om nordiska kvinnors praktiska erfarenheter av fredsmedling där Susann Simolin och Heidi Öst från fredsinstitutet närvarade. Seminar on Tenojoki and Sami rights On 23 November, Research Coordinator Elias Vartio attended a seminar on Tenojoki and Sami rights, arranged in Helsinki by the Finnish League for Human Rights. Tenojoki is a 250 kilometer long river on the border between Norway and Finland. In 2016, the two states signed an agreement to regulate fishing in the river, with a main aim to improve the salmon strain. The agreement has been criticized for affecting negatively the traditional fishing livelihood of the autochthonal Sami people. Seminarium om Tana älv och samers rättigheter Den 23 november deltog forskningskoordinator Elias Vartio i ett seminarium om Tana älv och samernas rättigheter arrangerat i Helsingfors av Förbundet för mänskliga rättigheter. Tana är en 250 km lång gränsflod mellan Norge och Finland. Ifjol undertecknade Norge och Finland ett nytt avtal mellan länderna som rör fisket i Tanaälven med huvudmål att bygga upp laxstammen i älven.
