The Kastelholm Talks on Peace 28.3.2019 When the Åland Islands Peace Institute organises Kastelholm talks on peace for the fifth time, the theme is "Democracy, participation and the role of civil society". The Kastelholm talks are recurring discussions about peace, under the patronage of the former President of Finland, Tarja Halonen. The talks are always held in connection with Åland's demilitarisation day, which is 30 March. The talks of 2019 will be held on Thursday, 28 March. The moderator will be the Peace Institute's Director, Associate Professor Sia Spiliopoulou Åkermark. This year s panel consists of Ms. Maud Olofsson, former Minister for Enterprise, former Member of Parliament and Deputy Prime Minister of the Swedish Government; Mr. Pär Stenbäck, former Minister of the Finnish Government, former Member of Parliament and Party Chairperson of the Swedish People's Party; Ms. Li Bennich-Björkman, Johan Skytte Professor of Eloquence and Political Science, affiliated with the Institute for Russian and Eurasian Studies at Uppsala University and Mr. Göran Djupsund, Professor of Political Science, election commentator in Finnish-Swedish television and former Principal of Åbo Akademi University in Vaasa. The Kastelholm talks are held in Swedish and consist of two parts: Firstly, a panel discussion is held at the castle of Kastelholm where the panel discusses this year s theme. Secondly, the discussion continues in round table form at nearby restaurant, Smakbyn. The audience consists of a hundred invited guests from the region, there are also a number of open seats to which interested parties can register. Årets slottspanel består av Maud Olofsson, tidigare näringsminister, riksdagsledamot och vice statsminister i Sveriges regering; Pär Stenbäck, tidigare minister i Finlands regering, riksdagsledamot och partiordförande för Svenska folkpartiet; Li Bennich-Björkman, Skytteansk professor i vältalighet och statskunskap vid Uppsala Universitet samt Göran Djupsund, Professor i statsvetenskap, valkommentator och tidigare rektor vid Åbo Akademi i Vasa. It is easy to get the impression that the conflict situation in the world is continously worsening. Is this correct? What was the situation in 2018, and what conflict trends can we see over time? Are there rays of hope? Marie Allansson, Information Officer at the Department of Peace and Conflict Research at Uppsala University, talks about conflict trends, based on the university's database on conflicts in the world (Uppsala Conflict Data Program). Open Lecture 7.3.2019: Higher Education and Regional Development Outside of the Cities Date: Thursday 7.3.2019 Time: 15.00 Location: Högskolan Åland, Södra auditoriet Language: Swedish This afternoon there will be an open lecture on "Higher Education and Regional Development Outside of the Cities: Conditions and Challenges of Our Time". Speaker is Peter Aronsson, the Rector of Linnaeus University in Sweden. Professor Peter Aronsson visits the Åland Islands at the initiative of the Åland Government and the Åland University of Applied Sciences. The lecture is also part of the network for sustainable knowledge development on Åland (the so-called KUT-network), which was brought forward by the Director of the Peace Institute, Sia Spiliopoulou Åkermark, and representatives from Åland University of Applied Sciences, Statistics and Research Åland (ÅSUB), Åland Maritime Museum, and the Åland Government. The network published a debate article in the Ålandic newspapers in October 2018, where the aim was to highlight the importance of a long-term investment in the development of research and project structures in order to strengthen the knowledgebase and, in the long run, Åland's attractiveness. The lecture is open to the public and no pre-registration is required. Professor Peter Aronsson besöker Åland på initiativ av Ålands landskapsregering och Högskolan på Åland. Föreläsningen är en del av nätverket för hållbar kunskapsutveckling på Åland (KUT-nätverket), vilket initierades av direktören för Ålands fredsinstitut, Sia Spiliopoulou Åkermark, och representanter från Högskolan på Åland, Ålands statistik- och utredningsbyrå (ÅSUB), Stiftelsen Ålands sjöfartsmuseum och Ålands landskapsregering. Nätverket publicerade en debattartikel i Ålandstidningen i början av oktober 2018 med syfte att belysa vikten av en medveten och långsiktig satsning på utveckling av strukturerna kring forskning och projektutveckling för att stärka kunskapsgenereringen och i förlängningen, Ålands attraktionskraft. Sia Spiliopoulou Åkermark speaks at conference Countries without Armies In countries where the military is a significant part of the national identity, social control and defense, the idea of the absence of military may seem strange. Hence, demilitarised areas and countries without a military can illustrate the potential function of a non-military state. On 18-20.3.2019, Åbo Akademi University in Vaasa in collaboration with the organization Center for Global Non-killing holds the conference "Countries without Armies". The conference is a follow-up on the book Nonkilling Security and the State developed by CGNK's Nonkilling Security Research Committee. There will be presenters from Costa Rica, Switzerland, Lesotho, South Africa, the United States, Spain and the Åland Islands. Sia Spiliopoulou Åkermark participates and speaks on "Demilitarisation as an international and regional tool: Experiences from the Åland Islands". Sia Spiliopoulou Åkermark deltar i konferensen Countries without Armies I länder där militären är en betydelsefull del av den nationella identiteten, sociala kontrollen och försvaret kan idén om avsaknad av militär verka underlig. Demilitariserade områden och länder utan militär kan dock fungera som exempel på hur icke-militära stater kan fungera. The Åland autonomy presented at seminar in Belgium On 15-19.1.2019, the Head of Information of the Peace Institute, Susann Simolin, participated in the colloquium 100 years after the Paris Peace Conference - A comparison of four regions at the Parliament of the German-speaking Community in the city of Eupen, Belgium. The colloquium was held on the occasion of the 100th anniversary of the peace in Versailles and centered around four regions where borders shifted after the first world war, with linguistic minority situations as a consequence. Simolin talked on "The Åland Islands and their

Among the other speakers and panelists were Professor Francesco Palermo, EURAC, South Tyrol, Italy, Professor Jean-Marie Woehrling Alsace's Cultural Center and the Institut de Droit local Alsacien-Mosellan, as well as the Speaker of the Åland Parliament, Gun-Mari Lindholm. Simolin also had meetings in Brussels, among others with the director of the European Peace Institute Michael Keating, the German-speaking community in Belgium consul in Brussels Yves Kreins, the Head of the Representation of the Faroe Islands in Brussels, Elin Mortensen and the Government of Åland's Special Advisor Julia Lindholm. Ålands självstyrelse presenterades på seminarium i Belgien Den 15-19.1.2019 deltog fredsinstitutets informationsansvariga, Susann Simolin i konferensen 100 years after the Paris Peace Conference - A comparison of four regions som ordnades av parlamentet i den tyskspråkiga gemenskapen i Belgien. Lunch Seminar on the qualities of the Åland Autonomy On January 23, 2019, Professor Jan Sundberg spoke under the heading "The qualitites of Åland autonomy". The lunch seminar attracted a record audience, almost 100 people. Seminars and lectures On 14.2.2019 the director of the Peace Institute, and associate professor in international law Sia Spiliopoulou Åkermark, talked on "Minorities on the Border between International and Constitutional Law" at Stockholm Center for International Law and Justice at Stockholm University. Seminarium och föreläsningar Den 14.2 talade Fredsinstitutets director och docent i folkrätt Sia Spiliopoulou Åkermark vid Stockholm Center for International Law and Justice vid Stockholms universitet med rubriken: "Minorities on the Border between International and Constitutional Law". Den 15.2 deltog Fredsinstitutets direktör Sia Spiliopoulou Åkermark vid symposium på Swedish Collegium for Advanced Study (SCAS) vid Uppsala universitet. Hennes presentation hade rubriken: "Universality and Particularity in Law What ways ahead?". Visitors 26.2.2019 The Peace Institute arranged a workshop for prospective certified guides of the Åland Islands, of about 20 people. The afternoon consisted of a presentation of the Institute and an introduction to the Åland example. 28.2.2019 A group of committed students, studying a class on sustainability at Åland lyceum, visited the Peace Institute. Petra Granholm, deputy mediation officer at Åland's mediation agency, gave a presentation of the Peace Institute and the Mediation Office along with its stance on sustainability. Besökare 26.2.2019 Fredsinstitutet anordnade en workshop för blivande Ålandsguider, omkring 20 personer. Under eftermiddagen gavs en presentation av institutets verksamhet och en introduktion om Ålandsexemplet. 28.2.2019 Fredsinstitutet fick ett trevligt besök av mycket engagerade studenter från Ålands lyceums hållbarhetskurs. Petra Granholm, vikarierande medlingsansvarig på Ålands medlingsbyrå, presenterade Fredsinstitutets och medlingsbyråns verksamheter och dess hållbarhetsarbete. Interns Mirjam Granström is a research intern at the Peace Institute from March to May. During her internship she will assist in the development of new research projects and preparation of the e-journal JASS. Her desire to help people around the world combined with her interest in law and different cultures led to studies in International law at Åbo Akademi University, with the focal point on Human Rights law and Refugee law. She is currently writing her master thesis focusing on asylum and forced marriage. Linn Simonsson is doing her ERASMUS+ internship at the Peace Institute, from February to June. Linn is enrolled in the Master's Program in European Studies at Gothenburg University which is interdisciplinary with a focus on legal, political, cultural and social aspects of contemporary European development and integration. During her internship she will amongst other things, assist with the Kastelholm Talks on Peace. Praktikanter Mirjam Granström är forsknings- och medlingspraktikant vid Ålands fredsinstitut under perioden mars-maj. Under praktiken kommer Mirjam bland annat att assistera vid utvecklingen av nya forskningsprojekt och Linn Simonsson gör sin ERASMUS+ praktik vid fredsinstitutet, från februari till juni.
